Norwegian Church Aid/Danish Church Aid with funding from Ministry of Foreign Affairs through the Royal Norwegian Embassy is implementing a Sustainable Food Systems for Rural Agriculture Transformation and Resilience Programme (TRANSFORM) programme which aims to strengthen local food systems and sustainably improve food and nutrition security, income, and resilience to climate change over 4 years and 6 months (2021-2025).
The programme targets 150,000 agriculture-dependent rural households across 22 EPAs in the districts of Dowa, Mchinji, Kasungu, Mzimba, and Rumphi in Malawi.
Coordinated by the Norwegian Church Aid (NCA) and the Norwegian University of Life Sciences (NMBU), the TRANSFORM programme seeks to contribute to sustainable agricultural transformation. The goal is to improve income, food, and nutrition security among smallholder farmers in Malawi through the following outcomes:
- Outcome 1: Increased productivity, production, diversification, and resilience to climate change at household and community levels.
- Outcome 2: Increased consumption of safe, nutritious, and diverse food.
- Outcome 3: Improved profitable market access and entrepreneurship.
In addition, the programme focuses on enhancing research, policy, and the regulatory environment for agricultural transformation and climate resilience. It is within this framework and focus that this call for consultancy services is issued.
Required Expertise and Qualifications
The consultants must be suitably qualified team of individuals or consulting firm with the following qualifications:
1. Advanced university degree (Master’s or PhD) in agriculture, climate change, environmental science, rural development, public policy, or related discipline.
2. 5-10 years of professional experience in research and policy analysis in agricultural production, market access, climate resilience, food security, and rural livelihoods.
3. Proven ability to design and implement advocacy campaigns influencing policies on agriculture, climate resilience, and market access.
4. Essential experience working with policymakers, government agencies, international organizations, civil society, and local communities on agricultural advocacy projects.
5. Expertise in quantitative and qualitative research methodologies.
6. Proficiency in digital data collection tools such as ODK, KoboToolbox, or SurveyCTO.
7. Extensive experience in gender-sensitive approaches and social inclusion in agriculture, market access, and climate resilience projects.
8. Demonstrated collaboration with FBOs, CSOs, and community-based organizations in advocacy initiatives.
9. Excellent written and oral communication skills in English with the ability to translate complex research into actionable reports, policy briefs, and advocacy materials.
10. Ability to communicate effectively with diverse stakeholders, including government, donors, and community members.
11. Proven skills in producing high-quality documentation, such as research reports, policy recommendations, and case studies for evidence-based advocacy.
