1. BACKGROUND AND CONTEXT
1.1. Introduction
Founded in 2013, the Malawi Civil Society Organizations Nutrition Alliance (CSONA) is a coalition of both local and international non-governmental organizations (NGOs) and local civil society organizations (CSOs) working to ensure sustained improvements in nutrition in Malawi, and provide support to government’s effort to scale up nutrition. CSONA is affiliated to the Global Scaling Up Nutrition (SUN) Movement which was launched in 2011 in Malawi.
The CSONA secretariat is based in Lilongwe headed by the National Coordinator.
Since its establishment, CSONA has seen growth in numbers for both network members and staff members. The growth of the CSONA staff has compelled the need for institutional policies to guide its internal processes and improve on organizational efficiency. After a capacity assessment carried out by Concern Worldwide and other funding partners, the need to strengthen organization policies was unveiled. The due diligence exercise unveiled that CSONA does not have stand-alone policies on code of conduct, safeguarding, security, inventory management and aunt-fraud. In light of the above, CSONA would like to engage a Finance and HR Specialist to develop these stand -alone policies for the organization.
1.2. Objectives
The specific objectives for this assignment include:
- To develop a CSONA staff policy on Code of Conduct
- To develop a CSONA staff policy on safeguarding
- To develop a CSONA staff policy on Inventory Management
- To develop a CSONA staff policy on Security
- To develop a CSONA staff Policy on Anti-Fraud and whistle blowing
2. SCOPE OF WORK
2.1. Task and Responsibilities
The following tasks are expected to be performed for successful completion of the assignment:
- Review of existing policies from partner organizations and likeminded networks
- Carry out consultative meetings with members of staff to appreciate specific gaps and needs of the organization
- Drafting of the policies
- Validation of the draft policies with CSONA management and Board members
- Training and staff orientation on developed policies
2.2. Deliverables
- Inception report
- Work-plan to carrying out the assignment
- 5 CSONA policies drafted and validated
- Implementation plan for orientation of staff on new policies
3. METHODOLOGY
3.1. Approach
To successfully develop SONA Staff policies on code of conduct, safeguarding, security, inventory and anti-fraud, the consultant will be expected to provide a detailed approach on how this assignment can be completed effectively and efficient. The approach will be discussed and agreed with CSONA management.
3.2. Stakeholder Engagement
The Main stakeholders to be engaged are SONA staff and members of its board.
4. TIMELINE
The assignment should be completed within two months from the day the consultant is engaged.
5. BUDGET
The Consultant will be required submit a budget for consultancy fees for carrying out the exercise.
CSONA will support the operational budget. With limited resources for the exercise, those who can carry out the exercise at low cost will have an advantage.
6. QUALIFICATIONS AND EXPERIENCE
CSONA would like to engage consultants with wider knowledge of developing institutional policies. Those with qualification in Finance and HR, organizational Development are encouraged to apply.
