GENDER AND POWER ANALYSIS
TERMS OF REFERENCE (TORs)
1. Background:
Girls Empowerment Network (GENET) with funding from NORAD through Save the Children is implementing Tikwaniritse ndi Kutetedza Maufulu Ana (TiKuMa), a 5 years’ project in Mchinji district in T/A Simphasi, Mduwa and Dambe. The project aims to ensure that all children enjoy their rights to education through strong community and government systems by 2028. The project also aims that children are protected from sexual and gender-based violence, teenage pregnancies and emotional abuse and have their sexual and reproductive health rights fulfilled. Girls Empowerment Network (GENET) is seeking consultancy service to conduct a Gender and Power Analysis (GAP) to improve strategies used to safeguard and protect children from all forms of abuse in Mchinji T/A Simphasi, Mduwa and Dambe. The analysis aims to understand how gender and power dynamics affect the vulnerability of children, particularly girls to violence, exploitation and abuse, understand how gender roles and power relations within families and communities contribute to teenage pregnancies, child marriages and emotional abuse. The gender analysis will further identify specific risk factors that increase children’s exposure to gender-based violence, including cultural, social and economic factors. Again, the gender analysis will gather insights on community attitudes towards gender norms, power structures and practices that perpetuate violence and discrimination against children. The findings will need to improve strategies and accelerate prevention and response to any child abuse, violence, neglect and exploitation in Malawi. The Action Research also aims to strengthen and improve interventions that will be implemented in TiKuMa project on child protection.
Child protection is the prevention of, and response to exploitation, abuse, neglect, harmful practices and violence against children. It is embedded in the convention on the Rights of Child (CRO), the Convention on the Rights of persons with Disabilities (CRPD), the convention on the discrimination of All forms of discrimination against women (CEDAW). The adoption of the SDGs in 2015 has challenge the child protection sector to focus more strongly on prevention: Target 16.2 commits the international community to end abuse, exploitation, trafficking and all forms of violence against children and Target 5.2 to eliminate all forms of violence against women and girls. The government of Malawi is also committed to strengthening systems that protect children from violence, abuse, GAP Analysis Consultancy TORsexploitation, neglect and harmful practices is a key component towards protection of children.
Gender norms and unequal power relations significantly affecting children’s experiences and vulnerabilities. Therefore, a comprehensive gender and power analysis is needed to inform the design and implement inclusive and effective child protection strategies.
2. Gender and Power Analysis (GAP) Objectives:
The overarching goal of carrying out this GAP Analysis is to explore, specifically identify and examine, the forms of gender and socio-economic inequalities, and how systems of oppression, power relations and social dynamics intersect as key drivers of child abuse, exploitation, neglect, harmful practices and any violence against children that influence the risks and vulnerabilities of children, particularly girls and other marginalized groups in Malawi.
Gender and power differentials are at the center of this analysis to provide an opportunity of dissecting the deeply entrenched harmful patriarchal values/norms, beliefs and practices that fuel power inequalities and pervasive child marriages and teenage pregnancies The findings of this GAP analysis are expected to improve strategies used in TiKuMa project.
3. Consultancy Objectives:
The consultant is required to lead and facilitate a GAP Analysis that will unearth the hidden intersectional gender and power inequalities as well as social economic dynamics that fuel child abuse, exploitation and neglect, harmful practices and violence against children. This will specifically be conducted in sample communities where TiKuMa project is being implemented in Mchinji district. The findings are meant to improve strategies employed in TiKuMa project. The consultancy service is hence also required to present the results during validation workshop of the findings and recommendations of the GAP analysis organized by GENET.
Experience and Skill set required
The bidding Consultants will need to demonstrate the competencies and expertise required to carry out this type of Action Research.
Minimum competencies:
- The lead members of the Consultancy should at least have a University Master’s Degree in international development, social sciences, gender studies, human rights or a related discipline
- The proposed consulting team should demonstrate experience of successfully conducting similar assignments within Malawi and in relation to both local and International NGO context
- Demonstrated experience conducting complex intersectional Gender and Power analyses in relation to child abuse, violence, exploitation and neglect, and utilizing the findings and recommendations to design a program with multipronged approach of preventing and responding to child abuse, violence, exploitation and neglect.
- Demonstrated experience in providing good leadership and coordination to field work teams during data collection, analysis and report writing
- Demonstrated experience in conducting qualitative data analysis
- Demonstrated skills and expertise in facilitation of validation workshops and program design workshops
- An excellent command of the English and Chichewa languages – both written and oral
- Ability to produce quality work strictly within deadlines and ability to work under pressure, specifically producing reports, presentations and briefs for both technical and non-technical audience
- Ability to travel to remote areas within the sampled distircts
- Ability to contextualize and adapt global technical guidance for use in Malawi programs
Bid Requirements
The interested Consultant or a Consultancy firm who meet the competence requirements of this GAP Analysis Action Research are invited to submit an expression of interest, which should include the following:
- A technical proposal demonstrating competencies in line with the requirements outlined in this TORs, including a proposed methodology and work plan.
- A detailed financial proposal including both operational and facilitation estimated costs
- Updated Curriculum Vitae of the consultant and key team members, clearly spelling out qualifications and relevant experience.
- List of previous experiences that are similar and/or relevant to this consultancy
- Attach at least three sample reports of similar assignments that the team has carried out recently, within the past 3 years
