Terms of Reference for a Consultancy to Develop a Tool-Kit for Civil Society Advocacy in Malawi Parliament

(1) Introduction
Youth and Society (YAS) is a non-profit human rights and governance watchdog. Founded in 2012, the core mission of YAS is to promote and defend human rights and democratic governance in Malawi with primary focus on young people and marginalized groups. Our core approaches include social movement building, advocacy, public litigation, capacity strengthening, civic education, and research. Presently, YAS has 4 core programs including: Human Rights and Civil Society Strengthening; Anti-Corruption and Rule of law; Gender and Social Inclusion; and Wealth Creation and Economic Justice. (1) Background and Scope of Work
YAS in partnership with Democracy International (DI) with funding from United States Agency for International Development (USAID) is implementing the Parliamentary Support Program (PSP) that seeks to contribute to Malawi’s democratic governance by supporting the Parliament of Malawi to better fulfill legislative, oversight and representative functions. The program provides technical support to selected committees and caucuses, besides providing cross-international coordination between parliament and statutory oversight institutions. The PSP also facilitates collaboration and coordination between Parliament, Civil Society Organizations (CSOs) and the media around public integrity issues and legislative and oversight

In a bid to strengthen the effectiveness of Civil Society Organizations in working with the Malawi Parliament, YAS seeks to develop a high-quality Tool-Kit for Civil Society Advocacy in Parliament. The tool-kit serves as an information and knowledge resource purposed to aid the Civil Society Organizations (CSOs) advocacy with Parliament. Among others, the Tool-Kit may include a brief history of Malawi Parliament, an overview of Malawi Parliament, parliamentary instruments for Civil Society Organizations advocacy, and effective civil society approaches in parliamentary advocacy. Therefore, the successful consultant is required to propose a detailed outline of the Tool-Kit to be developed.

(2) Overall Objective of the Assignment
The overall objective of this assignment is to develop a high-quality Tool-Kit for Civil Society Advocacy in Parliament. The tool-kit serves as an information and knowledge resource designed to strengthen civil society advocacy with Parliament.

(3) Key Deliverables
The consultant must produce the following key deliverables at the end of the assignment:

  • An inception report outlining detailed proposed content for the Tool-Kit for Civil Society Advocacy in Parliament and its relevance
  • A high-quality and comprehensive Tool-Kit for Civil Society Advocacy in Parliament.
  • Facilitate a stakeholders validation workshop for the Tool-Kit

(4) Qualifications and Experience
The consultant should have experience in qualitative and quantitative research, legal research, and clear understanding of the Malawi’s political governance, civil society, and business of Parliament. The consultant must have a minimum of advanced university degree from an accredited institution in any of the following fields: Human rights; Law, development studies, Social Sciences, Gender studies, Youth Development; Political Science, and Governance, with proven experience in conducting similar assignments in Malawi.

(5) Duration
The assignment is strictly for 10 person days

Other Key Requirements
YAS subscribes to best practices of safeguarding and child protection. As such, the selected consultant and all team members should be ready to sign the Safeguarding Code of Conduct for Youth and Society before taking up the assignment.
