TERMS OF REFERENCE
ENDLINE STUDY OF TEARFUND SALIMA SUSTAINABLE AGRICULTURE PRACTICES AND VOCATIONAL EDUCATION TRAINING PROJECTS
1. About World Relief Malawi
World Relief is an international Christian NGO working in health, economic development, disaster response, and refugee resettlement. The organization’s mission is to boldly engage the world’s greatest crises in partnership with the church.
World Relief secured funding from Tear Fund Switzerland to implement two key projects:
- The Salima Sustainable Agriculture Practices Project (SSAP) Phase Il in Traditional Authority Kambwiri, Salima District.
- The Vocational Education Training (VET) Project in Traditional Authority Kaphuka, Dedza District.
2. Project Background and Description
2.1. Salima Sustainable Agriculture Practices Project Phase II (SSAPP II)
SSAPP II is an extension of Phase I, implemented from January 2019 to December 2021. The second phase aimed to improve the socio-economic conditions of 1,000 resource-poor farmers in TA Kambwiri through the adoption of improved agricultural practices and enhanced commercialization channels. This phase included 863 farmers from Phase I and 137 new beneficiaries.
2.2. Vocational Education Training (VET) Project
The VET project aimed to improve the vocational skills and entrepreneurial capacity of 300 vulnerable youth in TA Kaphuka, Dedza District. This project focused on empowering youth to achieve self-employment and sustainable income through vocational training, financial management, and enhanced market linkages.
3. Project Objectives
3.1. Overall Objectives
- SSAPP II: To improve the socio-economic conditions of 1,000 resource-poor farmers in TA Kambwiri, Salima, by promoting sustainable agricultural practices and enhancing commercialization opportunities.
- VET Project: To enhance the entrepreneurship and vocational skills of 300 vulnerable youth in TA Kaphuka, Dedza, leading to increased self-employment and sustainable income generation.
3.2. Specific Objectives
Specific objectives will be shared with shortlisted consultants during the bidding process.
4. Purpose of the End line Study
The purpose of the end-line study is to:
- assess the impact and effectiveness of the Salima Sustainable Agriculture Practices (SSAPP Il) and Vocational Education Training (VET) projects.
- measure how well the projects met their objectives, quantify key outcome indicators, and evaluate the sustainability of interventions.
- identify success factors, challenges, and provide lessons learned and recommendations to inform future programming.
5. Study Methodology
The consultant is expected to propose the most suitable methodology, in consultation with the project teams.
6. Scope of Work
The consultants) will work closely with World Relief Malawi and its partners and will lead activities covering both projects. The key tasks include:
- Reviewing relevant documents.
- Designing the sampling strategy.
- Developing and pre-testing data collection fools.
- Conducting household and community surveys.
- Data cleaning, analysis, and reporting.
- Delivering findings to stakeholders.
7. Role of World Relief Malawi and Partners
World Relief will:
- Facilitate logistical arrangements between the consultant and partners.
- Review data collection tools and support fieldwork.
- Provide relevant project documents and data.
Partners will:
- Mobilize community members for surveys and interviews.
- Provide venues and necessary resources.
8. Consultant Qualifications
The lead consultant should meet the following critera:
- A postgraduate degree in Agriculture, Development Studies, or related social sciences.
- At least 5 years of consultancy experience in agriculture, marketing, vocational training, and business development.
- Experience in conducting household surveys, managing data collection logistics, and using digital tools like ODK.
- High professionalism and the ability to work under pressure and meet tight deadlines.
- Strong interpersonal and communication skills, with proficiency in English.
9. Deliverables
The consultant is expected to deliver:
- Inception Report: Outlining the study design, methodology, tools, work plan, and budget.
- Data Collection Tools: Draft and final versions of XLS forms programmed in Kobo Toolbox.
- Baseline Reports: Draft and final reports (no more than 30 pages), with disaggregated data.
- Data Sets: Including cleaned data, field notes, and transcribed materials.
10. Timeline
The consultancy will last 30 days, beginning on October 21, 2024.
