Development of CEPA Website and Digital Library Migration
Background
The Centre for Environmental Policy and Advocacy (CEPA) is a policy research organisation focused on sustainable environmental management. Through research and advocacy, CEPA bridges the gap between policy and practice, specifically in natural resources, biodiversity, and climate change. CEPA utilizes its existing website and digital library to provide access to a wide range of information in raising public awareness on environmental issues. However, the current website no longer meets our operational needs. CEPA with financial support from IM Swedish seeks to develop a new website while maintaining the current domain name and ensuring the transfer of all website content, including the digital library, to the new platform.
CEPA seeks to develop a new website to enhance its online presence, communication, and engagement with stakeholders. The website will serve as a platform for sharing information reports, statistics, and news related to CEPA’s work in environmental policy, advocacy, and sustainability initiatives. It will also provide visitors with access to the latest data, publications, and project updates.
Purpose of the New Website
The new website will:
- Feature a modern design aligned with CEPA’s branding.
- Improve user experience and navigation.
- Serve as a communication tool for stakeholders, including donors, policymakers, and the public.
- Ensure mobile responsiveness and accessibility across all devices.
- Maintain the existing domain and integrate both website content and the digital library
- Implement security measures and ensure smooth data transfer.
Objectives
The main objective is to design, develop, and operationalize CEPA’s website and migrate the digital library. The website must be functional, easy to navigate, and allow content updates by CEPA staff, along with regular hosting, security, and technical support.
Scope of Work
The consultant will:
- Redesign and Develop the Website: Maintain the domain name and create a functional website with sections for projects, publications, and statistics.
- Migrate Online Library: Transfer existing content to the new platform.
- Hosting and Domain Management: Ensure secure and efficient hosting services
- CMS Integration: Implement a content management system (CMS) and train CEPA staff.
- SEO and Analytics: Maintain search engine rankings and integrate Google Analytics or other analytics tool for monitoring the website performance.
- Security and Backup: Ensure security measures, including SSL certification, data protection, and regular backups.
- Mobile Responsiveness: Ensure full functionality across devices.
- Social Media Integration: Maintain and improve third-party and social media platform integration.
- Testing and Compliance: Conduct thorough testing for functionality across browsers and devices and ensure compliance with relevant digital laws in Malawi.
- Maintenance and Support: Provide ongoing technical support, including troubleshooting for server issues.
Deliverables
- A redesigned website with a functional online library.
- Full content migration from the old to the new platform.
- CMS implementation and training for CEPA staff.
- SEO optimization and visibility for library materials.
- Detailed testing and performance reports.
- SSL certification and security protocols.
- Hosting details and backup procedures.
- Post-launch technical support.
Required Expertise
Experience in designing websites for NGOs or similar organizations.
- Expertise in website migration, SEO, and web security.
- Knowledge of HTML, CSS, WordPress, Python, and Plone.
- Proven ability to handle large digital repositories.
- Strong communication skills and ability to work within timelines.
- Knowledge of SEO best practices, security measures, and mobile responsiveness.
- The team must include holders of degree in Computer Science, Software Engineering Web Development or other related qualification.
Timeline
The project is expected to be completed within six weeks, starting the second week of November 2024.
Proposal Submission
Interested applicants are requested to submit a technical (design portfolio stating relevant achievements and capacity to undertake the work) and financial proposal with Curriculum Vitae of the team involved and a proposed work plan outlining how they intend to carry out the work and a detailed budget by Wednesday, 11th October, 2024 to the undersigned. Proposals should be submitted in electronic form and must be clearly indicated as ‘Development of the CEPA Website and Digital Library Migration.
