TENDER NOTICE
FOR MARKET AND SUPPLY HIGHER TIER COOKING TECHNOLOGIES IN MALAWI
Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development and has over 50 years of experience in a wide variety of areas, including economic development and employment, energy and the environment, and peace and security.

The Energising Development (EnDev) Programme is a multi-donor initiative financed by the Netherlands Ministry of Foreign Affairs, the Norwegian Ministry of Foreign Affairs (NORAD), the German Federal Ministry for Economic Cooperation and Development (BMZ), and the Swiss Agency for Development and Cooperation (SDC) with the objective to contribute to the achievement of Sustainable Development Goal 7 (SDG 7) of universal access to energy. EnDev has over 15 years of experience implementing energy access interventions in more than 20 countries worldwide. EnDev promotes access to modern energy services that meet the needs of the poor, are long lasting, affordable, are appreciated by users, and create positive economic, social and/or environmental impacts.
To date, EnDev has reached over 2.8 million people world-wide.
Since 2012, under its CORE component, EnDev Malawi has been working on strengthening the market for lower tier improved cookstoves and solar PV technologies and services.
Having received Top Up funding, EnDev seeks to implement a Results Based Financing Project for Higher Tier Cooking (HTC) technologies. This project will involve the marketing and selling of 4 selected HTC technologies namely: Local Pellet Stoves (LPS), Imported Pellet Stoves (IPS), Electric Pressure Cookers (EPCs) and Induction Cookers (IC) to Malawian households. Companies selected to participate in this RBF will be given a predetermined incentive for each HTC sold.
1. Objective of the Assignment
The objective of this assignment is to engage suitable suppliers of HTC technologies willing to supply either one or more of LPS, IPS, EPC and IC across Malawi. The selected suppliers will receive an incentive per HTC technology sold to eligible households. Incentives are to be paid out results-based and upon achievement of a predefined number of sales, which are bundled as milestones. The achievement of milestones will be verified and confirmed by the EnDev Monitoring and Verification team, upon which incentives are disbursed.
The project is looking for suppliers of 4 HTC technologies, therefore, the tender consists of four lots, respectively.
Suppliers may submit bids either for one LOT, two LOTs, three LOTs, or all four LOTs.
If bidding for all LOTs, four entirely separate bids must be submitted, following the respective requirement as per ToR.
2. Scope of Work
The supplier will be responsible for providing the following works
- Developing an implementation strategy in the inception phase highlighting its outreach strategy (identification of HH, distribution network, planning) and user training approach.
- Selling of HTC technologies that comply with the specifications to eligible households.
The supplier is expected to ensure that the HTC technology is in good condition and meets the required specifications. - Providing user trainings to all purchasing households on the usage and safety of the
HTC technology.
3. Contract period
The supplier will be anticipated to deliver services between December 2024 to 31 May 2025.
4. Submission of bids
Interested bidders should request for bid documents (and if you have any further questions) by sending an email to ProcurementMW@giz.de. Bids should be submitted consisting of 2 originals to arrive at GIZ Country Office, Area 10/319, Mtendere Drive. by Monday the 18th November 2024 at 16:00pm. Late bids will not be accepted.
