The United States of America and the Government of the Republic of Malawi (the “Government”) signed on September 28, 2022, a Compact for an amount of US$350 Million, for a program to advance economic growth and reduce poverty in Malawi. The Government, acting through the Millennium Challenge Account-Malawi II (MCA-Malawi II), intends to apply a portion of the proceeds to eligible payments for the construction of Chileka – Likuni and Chamtulo – Mkutumula Corridor Roads.

Any payments made under the proposed contracts will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use and distribution of MCC Funding. The Compact and its related documents can be found at the MCC website (www.mcc.gov).

The Government has designated MCA-Malawi Il to implement the Government’s responsibilities under the Compact.

MCC’s funding is appropriated by the U.S. Congress and obligated to the Compact up-front, with no incremental or partial funding. So when a contract is signed with MCA-Malawi Il, money is already available and all invoices are paid directly to Offerors by the US Treasury.

More details of the required works can be found in Section V-Employer’s Requirements of the Bidding Document; which include the Bill of Quantities, Specifications and Drawings for the respective Road Corridors.

Bidding will be conducted through the procurement method of Quality and Price-Based Selection (QPBS) as per the procedures as specified in the Accountable Entity Procurement Policy and Guidelines (AE PPG), and is open to all eligible offerors as defined in the AE PPG, that are provided on the MCC website at www.mcc.gov.

Offers must be submitted electronically to the link specified in DS-ITO 21.1 (c) of the Bidding Document, no later than 3.00 PM Local Time, on 20th November, 2024.

Technical Offers will be publicly opened on the date and time in DS-ITO 25.1, in the presence of the Offerors’ designated representatives and anyone who chooses to attend in the manner prescribed in DS-ITO 25.4 of the Bidding Document.

All Offers must be accompanied by the required Bid Security, in the amount, currency and format of the Form of Bid Security.
