REQUEST FOR PROPOSALS TO DEVELOP A STRATEGIC PLAN FOR HEIFER INTERNATIONAL MALAWI COUNTRY PROGRAM

Heifer International Malawi is a branch office of Heifer International®, which has been operating in Malawi since 2008. The organisation works with resource-limited households and communities with a desire to improve their lives through community development activities such as crop and livestock production, and organizational and agribusiness development. To date, Heifer Malawi has supported 257,097 families to diversify their incomes and diets. Through the Malawi Accelerate Signature Program, the organization will support 500,000 families to close the living income gap by the year 2030.

Consultancy objective and methodology

The main objective of the consultancy is to develop a Strategic Plan document that will guide the overall strategy and operation of the Heifer Malawi country program for the next 5 years. The consultant will work very closely with the country program team and report to the Country Director. The Consultant will be responsible for identifying and using appropriate participatory methodologies or approaches that will catalyze or stimulate stakeholder participation culminating in a strategy that is a true representation of the aspirations of the Heifer Malawi.

Deliverables shall include: (i) submission of an Inception report, (ii) A Strategic Plan Workshop Report, (ili) First draft of a detailed Country Program Strategic Plan document with annexes of all associated plans, (iv) Second draft for the country program strategic plan incorporating comments from the country program team.

Required expertise and qualifications

The Consultant (individual or firm) should have proven experience in the development of Strategic Plans for organizations in the agricultural sector, preferably country strategic plans, and facilitation of strategic planning workshops with excellent communication skills. Evidence of similar work done in Malawi, or the region will be required.

The consultant or team leader (for a consulting firm) should have at least

  1. A master’s degree in International Development, Project/ Program Management, Social Sciences, Agriculture/ Agribusiness, Economics, Business Administration, and any other related field
  2. Five (5) years’ experience in strategic planning and development, particularly in the agriculture sector, focusing on market systems development, value chain development, and livelihood improvement.
  3. Excellent analytical, communication, and collaboration skills, with the ability to work effectively in multidisciplinary teams and knowledge program management, among others.

To apply:
Submit a proposal which includes (i) a technical proposal with approaches and methodologies, (ii) CVs of the proposed consultant or team members, and (iii) a financial proposal for the estimated fees and operations costs in local currency. The financial proposal should provide an itemized budget stipulating operational costs and fees. The technical and financial proposals should be separate. The consultancy will be for a maximum of 26 man-days, effective from the date of signing the contract.
