World Vision (WV) is a global Christian relief, development and advocacy organization dedicated to working with children, families and communities to overcome poverty and injustice. World Vision started its operations in Malawi in 1982 and had over the years worked in a number of communities with an overall aim of improving the well-being of children through development program approach.
WV Malawi is seeking services of consultants who will undertake baseline surveys for two Area Programmes namely, Lipimbi in Salima and Mpandadzi in Mwanza. Each of the two Area Programmes will have an independent baseline survey; Consultants are free to apply for any of Area Programmes.
Baseline Survey Objectives
The survey aims at determining the current values of outcome indicators in the program log frames. These values will serve as benchmarks that will assist in planning interventions and measuring program progress in child well-being objectives at the end of the first cycle or as needed.
They will also be used to measure overall impact and outcome progress during the program’s final evaluation. The baseline data will also inform partners and stakeholders about improved child wellbeing through advocacy.
Specific objectives
- To collect data using quantitative and qualitative methods as per the Program Performance Framework to set targets for outcome indicators and evaluate program performance at the end of the evaluation phase.
- To generate data that will be used to increase the program’s accountability to all its key stakeholders including communities, partners, donors, and supporters.
- To generate information that can be used for advocacy and policy dialogue to improve the well-being of children in the area program and beyond.
Baseline Survey Methodology
The consultant will be required to propose the methodology that answers specific objectives.
Qualification and requirements for the Consultants
The baseline survey is expected to be led by a single consultant who will work with a team of a statistician, Communication for Development (CAD), Maternal and Child Health, Food Security and Livelihoods, Water and Sanitation and Education experts. The minimum qualification for the consultant should be a Master’s Degree in one or more of the following; Development Studies, Public Health, Economics, Education, Livelihoods or any related field. She/he will demonstrate proven experience in conducting baseline surveys and a clean background check. She/he will act as a team leader and organizer of the survey

- Composition of proposed team and time effort for each member (Attach 3 pages maximum CV for each team member)
- Proposed Work Schedule/ Work Plan
Financial Proposal – The financial proposal should specify the daily professional fees, other costs such as travel expenses, DSA for the evaluation team, stationery and communication expenses quoted in separate line items. Please ensure that the financial proposals are costed separately for each AP.
Note: The financial proposal should be submitted separately from the Technical Proposal

The Terms of Reference will be sent through a sourcing event from COUPA- World Vision International procurement online system within 24hrs upon receipt of an email of expression of interest from the bidder. Expression of interest should not be sent later than 23rd July 2024.
Proposal Submission Details
Submission of tenders should be on or before Friday, 26th July 2024 at 12:00hrs.
