THE CIVIL AVIATION AUTHORITY (CAA)
REQUEST FOR PROPOSAL – LOGO DESIGN,
WEBSITE DESIGN AND DEVELOPMENT

The Civil Aviation Authority (Authority) is a Body Corporate established by the Civil Aviation Act of 2017, whose mission is ot provide a safe, secure, and efficient civil aviation system through control and regulation, in line with international standards, in order to contribute to the socio-economic development of Malawi. Furthermore, the Authority is committed to protecting the public using air transportation and protecting the environment from air transport related developments and emissions.

The Authority is accepting proposals to design the organisation’s logo and design and develop a new website.

Lot :1 Design of Logo
The design of the logo should incorporate and reflect the standards the Authority has established (You can also refer to the attached Act as reference for ideas to the assignment)

The logo will be used for electronic and printed media.

Requirements:

  1. Staff qualifications of at least a first degree in graphic design or strongly related field.
  2. Work experience of any related job done related to logo designing. Experience record must be of not less than 3 years of experience.
  3. Must have a Taxpayer Identification Number (TPIN).

Lot 2: Design and develop a new website.
The new website should be a new and future focused digital strategy and web presence that elevates the Authority and reflects best practices in design, content strategy, user experience, usability, accessibility, and technical implementation. The website will be a key element in the Authority’s marketing and communications efforts and will be an important vehicle for delivering information to air operators, travelling public by air and other key stakeholders. This will be a concept to completion production.

Requirements:

The purpose of this Request for Proposal (RFP) is to provide a fair evaluation for all candidates and to provide the candidates with evaluation criteria and submission requirements. There is currently no existing logo of the Authority or website. The Authority is looking to create an identifiable logo to carry the mission and work of the organisation.

Proposals are due on 26th August, 2024, 2pm Local time.

Project Summary:
The Civil Aviation Authority is seeking an emblem logo design that is distinctive, appropriate, practical, graphic and simple ni form. The Civil Aviation Authority is also seeking a design and development of a new website.

This is an open and competitive process for all qualified freelance graphic designers and reputable design firms/agencies. Proposals received on and after 26th August 2024 will not be considered and will be returned unopened.

The proposal must contain the signature of a duly authorised officer or agent of the company submitting the proposal. fI the execution of work to be performed by your company requires the hiring of sub-contractors, you must clearly state this in your proposal. Sub-contractors must be identified and the work they will perform must be defined. In your proposal, provide the name, address, and Taxpayer Identification Number (TPIN) of the sub-contractor. The Authority wil not refuse a proposal based upon the use of sub-contractors; however, we retain the right to refuse the sub-contractors you have selected. The proposal should include the following information:

  • Proof of qualifications (Curriculum Vitae, client recommendations, etc.)
  • Case studies/examples of work
  • 2-3 logo design in relation to Lot 1
  • Website outlines/proofs/examples in relation to Lot 2
  • Written explanation of design proofs and interpretation of the Authority’s vision
  • Budget breakdown (demonstration of how time/budget wil be spent on various aspects of scope -design, production, and consultation).

DESIGN SCOPE TO INCLUDE:

Logo – style guide – colour treatments – approved fonts – templates – Designer to provide 2-3 concepts for review of the Board of Directors of the Authority -printing necessities.

FORMATTING OF PROPOSALS:

All proposals should be bound in one singular folder, binder or spiral.

All proposals must include an electronic link for viewing.

Please produce/submit three (3) copies of each proposal booklet.

All proposal elements should be produced in colour.

All proposals must be mailed or delivered to the Civil Aviation Authority by 19th August, 2024 by 1400 (2pm) local time.

CONTRACT TERMS:
The Authority will not negotiate contract terms upon selection. The terms of selection/hiring are to be subjected to the following terms. Al contracts are subject to review by the Authority’s Board, and a project will be awarded upon signing of an agreement or contract, which outlines terms, scope, budget, and other necessary items. Designer to receive payment by bank cheque.
