BACKGROUND
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), a non-profit organization, is the world leader in the fight to eliminate pediatric AIDS. Our mission is to prevent pediatric HIV infection and to eliminate pediatric AIDS through research, advocacy, and prevention and treatment programs. OBJECTIVE OF THE ASSIGNMENT/SCOPE OF WORK.
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF), on behalf of the Ministry of Health (MoH), aims to enhance connectivity across its network of health facilities to support efficient and reliable digital health service delivery.
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is inviting proposals from qualified, reputable, and experienced service providers with a proven track record in deploying fiber optic networks in both rural and urban environments, specifically for public health institutions. The aim of this initiative is to install fiber optic connections and provide a reliable, high-speed fiber network across 75 health facilities to support electronic health records (EHR), data transmission, and other essential functions.
We anticipate that bidders will conduct a thorough survey of all proposed sites to deliver a detailed, comprehensive, and cost-effective plan for sustainable connectivity to the 75 locations. The installation process should be carried out in coordination with the Foundation staff.
The Foundation is seeking optic fibre connectivity that meets the following criteria:
- Fiber Specifications: Dedicated fiber connection, capable of achieving high speeds with low latency.
- Uptime and Reliability: 99% uptime with Service Level Agreements (SLAs) defining penalties for downtime.
- Redundancy: Provision for backup connections or rapid restoration protocols in case of primary link failure.
- Security Standards: Compliance with data protection and network security standards to protect sensitive health data.
- Monitoring and Reporting: Real-time monitoring tools with monthly performance reports to MoH.
