Consultancy to Carry Out Project Endline Survey
1.0 Introduction
Norwegian Church Aid (NCA) is an International Non-Governmental Organization working in over 30 countries around the world. It is a member of the worldwide ACT-Alliance, comprised of 140 churches and church-related organizations cooperating on humanitarian assistance, advocacy and development. Norwegian Church Aid has been working in Malawi since 2002 and in 2021, NCA joined forces with DCA and are operating as a joint country programme (JCP) in Malawi with Strategic Priorities for the period 2021-2024 being, Gender Based violence (GBV), Climate Smart Economic Empowerment (CSEE) and Fighting inequality (FI).
The Norwegian Church Aid/DanChurch Aid Joint Country Program, with funding from Government of Flanders, is in a consortium with Thanthwe Farms and Kwithu Kitchens. The consortium is implementing a 3-year project that is focusing on enhancing market access among smallholder farmers in Chamama EPA, Kasungu District and Euthini EPA, Mzimba District.
2.0 Overall objective of the project
The project’s overall objective is to enhance market access for increased income and resilience among smallholders.
2.1 Strategic Objectives
The project is expected to reach the overall objective through the following four inter-linked specific objectives:
- Enhance access to markets for smallholder farmers by promoting value addition and linking smallholders to well-functioning markets
- Increase productivity for smallholder farmers through drip irrigation, aquaponics, and micro greenhouse production
- Enhancing diversification among smallholders
- Enhance knowledge and skills in producer group management
3.0 The purpose of the evaluation/ assignment
Therefore NCA-DCA is seeking services from qualified and experienced consultants to carry out the endline assessment. The main objective of the endline assessment is to measure the achievements of the project since inception.
4.0 Required Expertise and Qualifications
The consultants must be suitably qualified teams of individuals or consulting firm with the following qualifications.
- The lead consultant should at least be a holder of an advanced degree in Development studies, Economics, Agribusiness, Social Sciences, Project management, and Monitoring and Evaluation or other relevant qualifications.
- At least 7 years of knowledge and demonstratable practical experience in conducting studies and evaluations. Quantitative and qualitative statistical analysis skills are essential.
- Experience in using digital data collection tools, especially with Kobo toolbox
- Excellent written, verbal, and interpersonal communication skills.
- Clear understanding of the Malawi’s agriculture landscape especially in horticulture, aquaculture, honey, hibiscus, sorghum value chains.
- Prior knowledge and experience in assessment of drip irrigation and/ or Micro Investment/incubators projects is an added advantage.
