REQUEST FOR PROPOSALS
Date of Issue: Wednesday, 28th August 2024
1. Background: The Malawi Investment and Trade Centre (MITC) is a Statutory Corporation established by the Investment and Export Promotion Act of 2024. It is mandated to promote and facilitate investment and exports in Malawi, facilitate allocation of land to investors and regulate, implement, monitor and supervise all aspects of the special economic zones.
2. Malawi Investment and Trade Centre has received funding for the development of the Chigumula Industrial Site. The Centre intends to use part of these funds for consultancy services to conduct the valuation of plots, with the aim of ascribing development charges and ground rentals at the Chigumula Industrial Site in Blantyre.
3. MITC now invites proposals for consultancy services to carry out the valuation of plots at the Chigumula Industrial Site, Ref No: MITC/IPDC/SEZ/P/OTH-28/024.
4. The bidding process will be conducted in accordance with the Open Tendering procedures outlined in the Public Procurement and Disposal of Assets Act No.17 of 2017, and the Public Procurement Regulations, 2020 of the Government of the Republic of Malawi.
5. Interested eligible bidders may obtain further information and inspect the Request for Proposal
(RFP) document from MITC’s Procurement and Disposal Unit at the address provided in paragraph 11(a) below, during working hours (08:00 to 12:00 hours, and 13:00 to 16:00 hours local time, Monday to Friday, except on Public Holidays).
6. A complete set of the RFP document in English can be purchased by interested bidders upon payment of a non-refundable fee of Five Thousand Kwacha (MK5,000.00). Payment should be made by direct deposit into the following account:

After making the deposit, bidders are required to obtain a receipt from the MITC Accounts Office by presenting the bank deposit slip before collecting the Bidding Document from the Procurement and Disposal Unit.
8. MITC will hold a Non-Compulsory Pre-Bid Meeting and Site Visit on Thursday, 6th September
2024, at 10:00 am at the Chigumula Industrial Site.
9. Sealed bids, clearly marked on the outer envelope with the “Tender Description and Reference Number,” must be deposited in the Tender Box at the address provided in paragraph 11(b) below by 14:00 hours (local time) on Wednesday, 18th September 2024. Late bids will be rejected and returned unopened.

11. It is the responsibility of each bidder to ensure that the bids submitted comply with the ‘Instructions to Bidders’ contained in the Tender Documents. Non-compliance will result in the disqualification and rejection of the bid.
12. The opening of bids will commence at 14:00 hours on Wednesday, 18th September 2024, in MITC’s main boardroom. Interested bidders, their representatives, and the general public are welcome to attend.
13. MITC is not obligated to accept the lowest or any bid and reserves the right to select the lowest evaluated, substantially responsive bid. MITC may cancel the procurement proceedings at any stage
