REHABILITATION AND WIDENING OF THE M1 MALAWI ROAD

REQUEST FOR PROPOSALS

CONSULTANCY SERVICES FOR THE PROVISION OF FINANCIAL AUDIT

Procurement Reference No. RA/CON/2024-2025/351.

1. INTRODUCTION

The Government of Malawi has received financing from the European Investment Bank (EIB, or Bank), the European Union (EU) and the World Bank towards the cost of the rehabilitation of five (5) sections totalling about 347km of the M001 Road between Songwe on the border with Tanzania to the turn-off to the Kamuzu International Airport (KIA) in Lilongwe.

The M1 road is the backbone of the Malawi primary road network and is part of the Southern Africa Development Community’s North-South Corridor linking the two port cities of Dar es salaam in Tanzania with Durban in South Africa.

Approximately 1,145km of this corridor passes through Malawi on the M1 road. As a landlocked country Malawi’s economy is dependent on this route for the importation of commodities and the export of agricultural production.

intends to apply part of the agreed amount to payment under the contract for the provision of financial Audit.

2. PROJECT SCOPE

The Road project traverse the jurisdictions of the five District Councils of Lilongwe, Dowa, Kasungu, Mzimba and Rumphi.

The works commenced concurrently and the anticipated duration of works on each LOT is:

Eligible firms are invited to submit sealed Technical and Financial Proposals for the assignment. Award of the contract shall be made on the basis of Least Cost Based Selection (LCBS).

3. ELIGIBILITY

The Eligibility criteria are set in accordance with the ElB’s Guide to Procurement version 2018 (“EIB GtP”). The selection procedures, and the subsequent tender procedures, shall be carried out in accordance with the ElB’s Guide to Procurement version 2018. The EIB Guide to Procurement version 2018 is available on the EIB’s website http://www.eib.org/en/infocentre/publications/all/guide-to-procurement.htm. In particular the attention of applicants is drawn to the inclusion that: “Firms originating from all countries of the World are eligible to tender for works, goods and services contracts.” (EIB GtP §1.2) and that:

Applicants must not have a conflict of interest as defined in section 1.5 of EIB GtP.

4. QUALIFICATION REQUIREMENTS FOR PARTICIPATION

4.1. REQUIREMENTS

The following are the technical requirements for applicants to participate in the assignment. Interested firms must demonstrate that they have fulfilled all of the requirements as detailed in the Terms of Reference, which are:

  • Staff availability;
  • Areas of Specialisation;
  • Experience in undertaking similar assignments;

In each of the field relevant to this assignment, the applicant is required to have evidence of availability professionally qualified staff who are experienced experts as detailed in the ToRs. Consultants will be evaluated and identified on the basis of compliance with the requirements stated in TORs. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services:

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract

4.2. REQUEST FOR PROPOSAL DOCUMENTS

The Request for Proposals (RfP) and further information may be obtained at the address given below from 0800 to 1200 hours and from 1300 to 1600 hours local time from 8th November 2024. The RfP documents may be obtained from the address below, or may be sent by e-mail or downloaded from the RA website: www.ra.org.mw upon payment for a non-refundable fee of MWK30,000.00. The Roads Authority will not be held responsible should the e-mail not be obtained, or be obtained late.

5. CLARIFICATIONS

Interested proponents may obtain further information or seek clarification on related issues during office hours i.e., 0800 to 1630 hours local time up to and including 14 days prior to the deadline for submission of their Technical Proposals.

6. SUBMISSION OF PROPOSALS

Technical and Financial Proposals must be delivered (in person, or by courier) in sealed envelopes clearly marked and submitted to the address below on or before 13th December 2024, at 10.00 hours Central African Time and late bids will be rejected. Proposals will be opened in the presence of bidders who choose to attend the bid opening immediately at the close of submission of tenders;
