REQUEST FOR PROPOSALS CONSULTANCY SERVICE FOR THE DEVELOPMENT OF SUSTAINABLE BUSINESS MODEL FOR DEDZA WATER POINTS AREA MECHANICS ASSOCIATION (DWAMA).

Introduction:

“Strengthening WASH governance in Dedza district”, is a project being implemented in Dedza district under a consortium of three organizations, with Welthungerhilfe as lead partner,

WESNetwork and Basic Services Development Agency (BASEDA). The project is supporting the district council to increase access to safe water and BASEDA is focusing on the district operation, repair and maintenance of rural water supply through professionalization of the “Dedza Water Points Area Mechanics Association” (DWAMA).

Purpose:

It is against this background that BASEDA is seeking a consultant to explore, review and recommend options of a business model for professionalized operation and maintenance arrangements for DWAMA. The consultancy should explore the extent to which the professionalized repair and maintenance model can sustain rural water supply and further incentivize the area mechanics association in Dedza district, while enticing consumers of using none other than DWAMA in their repair and maintenance works. The consultancy will;

  • Inform the operations of DWAMA in developing and sustaining viable business model.
  • Development of a business plan and of guidelines for financial management of DWAMA.
  • Development of recommendations for marketing strategies for DWAMA.

Qualification:

Qualified and interested firms/individuals must indicate clearly the following;

  • Firm registration or individual’s name and statement of the core business
  • Relevance of experience in similar works
  • Sufficiency in terms of equipment and resources to be used on the assignment
  • Technical and managerial capacities of the firm/individual
  • Further, the applicants must clearly indicate the estimated timeframe and cost of the assignment.

The interested firms may visit BASEDA offices or make a contact to be guided on other details of the assignment. A complete set of Bidding Documents shall be acquired upon payment of a non-refundable fee of MK20,000 (Twenty thousand Kwacha only) through cash, bank certified cheques or bank deposit.

All written and electronic Request for Proposal must be delivered to the address below by Friday 19th October, 2024 at 12:00 hours, clearly marked “DWAMA Business Model development proposal”. The expression of interest should contain: (a) a technical offer and (b) a financial offer.

Any request for clarification on this REOI or request for bank details should be sent via e-mail to the address below no later than 14th October, 2024 and all feedback and clarity will be provided by 17th October, 2024.
