Palladium International, LLC, a global leader in creating enduring social and economic value, collaborates with various stakeholders to implement projects like MOMENTUM Tiyeni, funded by USAID. The MOMENTUM Tiyeni project aims to strengthen health systems and quality service delivery in maternal, newborn, child health (MNCH), and family planning and reproductive health (FP/RH) across Malawi.

Objectives of the Request for Proposals (RFP)

Palladium International, LLC is seeking architectural and engineering (A&E) firms to undertake the assignment of providing quality assurance and control for the design and oversight of construction activities and borehole rehabilitation; including contract administration for potential construction firms. The anticipated work will be carried out in selected Ministry of Health facilities in the districts of Lilongwe, Dowa, Machinga, Mangochi, Mulanje, Zomba, and Chikwawa. The A&E services will be required for a period of 12 months.

The A&E firm will be required in the following categories:

  • LOT 1 – Infrastructure improvements
  • LOT 2 -Rehabilitation of boreholes.

Interested firms can apply for either or both categories according to their experience and capacity.

Eligibility Information

LOT 1 – Infrastructure improvements

Interested firms submitting a proposal under Infrastructure Improvement category must

  • Have at least supervised building construction works with proven experience in three similar assignments in the past 5 years
  • Be registered with National Construction Industry Council (NCIC) and other relevant-regulatory authorities in Malawi.
  • Have a valid tax registration and Tax Clearance Certificate.
  • Have a team comprised of experts in
    • A Registered Architect with at least 5 years’ experience.
    • A Structural Engineer, Mechanical and Electrical Engineer with at least 5 years’ experience.
    • A Quantity Surveyor with at least 5 years’ experience.
  • Experience with USAID funded projects/ Other international funded projects and Malawi Government
  • Have a physical office.

LOT 2 – Rehabilitation of boreholes

Interested firms submitting a proposal under Borehole Rehabilitation category must:

  • Have done at least supervised drilling and or rehabilitation of boreholes, with proven experience in three similar assignments in the past 5 years.
  • Be registered with National Construction Industry Council (NCIC) and other relevant-regulatory authorities in Malawi.
  • Have a valid tax registration and Tax Clearance Certificate
  • Have a team comprised of experts in
    • Water Engineering/ hydrologist/Ground water specialist, 5 years’ experience.
    • A Quantity Surveyor, 5 years’ experience.
  • Have a physical office.
