PROVISION OF ADVERTISING AGENCY SERVICES TO MACRA

1. BACKGROUND
The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act of 1998 with the mandate to regulate the country’s telecommunications, broadcasting, and postal services. As part of MACRA’s strategic initiatives to enhance brand visibility and awareness as well as highlighting some of its activities and achievements, the authority in the financial year 2024/2025 seeks to engage a professional Advertising and Marketing Agency with a proven track record in strategic marketing, brand management, and digital marketing campaigns design. This consultancy aims to develop and implement innovative marketing and advertising strategies that align with our organizational goals and drive growth.

2. OBJECTIVE OF THE ASSIGNMENT
To increase awareness of MACRAs roles and responsibilities among the public and stakeholders within the telecommunication industry.

2.1 Specific Objectives:
• To promote MACRA’S initiatives, programs, and services.
• To enhance MACRA’s brand reputation and visibility
• Support digital and online presence.

3. SCOPE OF WORK
The selected Advertising and Marketing Agency will be responsible for the following services:
• Brand Management
• Graphic Design services
• Media planning and buying
• Media Production (print, radio, TV etc)
• Support PR and Media Management
• Digital and Social Media Management
• Develop and plan awareness campaign concepts, copy, and visuals execute implementation.
• Plan and execute events, workshops, and conferences.

5. Qualifications and Experience:
The Consultant is expected to have good background and experience in Advertising Agency Services. He/she must have excellent communication and writing skills in English.

The following are desirable qualifications and experience:

  1. Lead consultant must have a Bachelor’s Degree in either Communication, Marketing or Public Relations with 5 years’ experience in managing advertising and PR portfolio for Companies. Those with degrees with digital content management bias will have an added advantage.
  2. Graphic Designer with 5 years of experience in graphic designing and knowledge of modern designing platforms such as adobe and canva plus a diploma in graphic designing or equivalent or certificate in the same with 8 years of experience.
  3. Events Manager with a Degree in Communication, Public Relations, Marketing or equivalent having 3 years of experience or diploma in same fields with 5 years of experience.
  4. Digital and Social Media Expert with a degree in Digital PR or Marketing with 3 years of experience or Diploma in same field with 5 years of experience.

6. SELECTION METHOD
The consultant shall be selected in accordance with the Quality Based Selection (QBS) procedures as set out in the Public Procurement Guidelines. Consultants are therefore instructed to submit their proposals in two separate labelled envelopes, one for the Technical Proposal and another one for the Financial Proposals.

8. PROPOSAL SUBMISSION
Completed copies of proposals in sealed envelopes clearly marked “PROVISION OF ADVERTISING AGENCY SERVICES TO MACRA” should be submitted in two separate envelopes one marked “TECHNICAL PROPOSAL” and the other one marked
“FINANCIAL PROPOSAL” and must be delivered to the following address:

9. PROPOSAL OPENING
Opening of proposals shall take place in the Boardroom at MACRA Offices, in Area 3, Green Heritage House, P.O. Box 30214, Capital City Lilongwe 3 on Friday 28th June 2024 at 10:00 hours and bidder’s representatives and the general public who wish to attend the ceremony are most welcome.

10. MACRA is however, not bound to accept the lowest or any proposal but reserves the right to exercise choice of lowest evaluated, substantially responsive proposal and can cancel the procurement proceedings at any stage.
