The Government of Malawi has received financing from the African Development Bank toward the cost of the SADC Sub Regional Transport and Trade Facilitation Project and intends to apply part of the agreed amount for this loan to payments under the contract for the provision of Technical Audit Consultancy Services under the SADC Sub Regional Transport and Trade Facilitation Project.
The objective of this consultancy service is to provide a factual report including findings, with regard to technical aspects and results achieved during the reconstruction of the Kaphatenga- Nkhotakota-Dwangwa road project (135 Km). The services included under this project are to:
- Examine and assess whether the tender documents for the works are of acceptable quality;
- Examine and assess the conformity and quality of the contract documents for works and supervision consultancy contracts.
- Perform site visits, during which the experts will in particular examine: resources deployed on sites by the contractor and the supervising consultant; physical progress of the works compared with the contractual programmes; the reality and quality of the works in conformity with technical specifications; projects management documents; site management aspects; and whether or not there are any pre-dispute situations which are likely to result into claims.
- Examine and assess the correctness of the statements and payment certificates.
- Examine and asses whether or not the contractor has prepared a Construction Environmental and Social Management Plan, (CESMP).
- Assess the effectiveness and adequacy of the Environmental and Social Management and Monitoring mitigation measures.
- Examine and assess whether the supervision consultancy services are carried out in accordance with the terms of reference of the supervision contract;
- Examine and assess implementation and adequacy of mitigation measures in relation to enhanced resilience and adaptation to impacts of climate change to the project.
The Roads Authority, on behalf of the Government of Malawi, now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (this includes brochures, description of similar assignments undertaken, whether there are any pre-dispute situations which are likely to result in a claim experience in working in similar conditions, and availability of appropriate skills among staff). Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (2008, revised July 2012), which is available on the Bank’s website at http://www.afdb.org.
