Assignment Title: Independent Environmental and Social Compliance Audit for the SADC Sub Region Transport and Trade Facilitation Project

The Government of Malawi has received financing from the African Development Bank toward the cost of the SADC Sub Regional Transport and Trade Facilitation Project, and intends to apply part of the agreed amount for this loan to payments under the contract for Independent Environmental and Social Compliance Audit consultancy services for Benga – Dwangwa Road Project under the SADC Sub Regional Transport and Trade Facilitation Project.

The services included under this project are Environmental and Social compliance audit. This comprises:

  1. Assessing the level of compliance of the project with the applicable Environmental & Social requirements;
  2. Assessing the extent of compliance with the Financial Agreements’ provisions, including national legislations, regulations and procedures, the Bank’s environmental and social requirements, and international industrial best practices (IIBP) of the project’s sector.
  3. Identifying non-compliance, good practices, and deficiencies, and recommend corrective actions.

The Roads Authority, on behalf of the Government of Malawi, now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (this includes brochures, description of similar assignments undertaken, experience in working in similar conditions, and availability of appropriate skills among staff). Consultants may constitute joint ventures to enhance their chances of qualification.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” (2008, revised July 2012), which is available on the Bank’s website at http://www.afdb.org.

Interested consultants may obtain further information at the address below during office hours from 8:00-12:00 and 13:00 -16:30 hours starting from 3rd July 2024.

Expressions of interest must be delivered to the address below by the 24th July 2024 at 16:30 hours local time and must be clearly labelled “Provision of Environmental and Social Compliance Audit Consultancy Services.”
