FOR PROVISION OF CONSULTANCY SERVICES TO FACILITATE TEAM BUILDING TRAINING – FIRM SELECTION

1.0 INTRODUCTION
The Central Medical Stores Trust (CMST) is a pharmaceutical supply chain organization tasked to maintain an uninterrupted supply of quality and affordable medicines to public health facilities as well as other health facilities that are under a working agreement with the Goverment of Malawi through the Ministry of Health. CMST was established and declared by a Trust Deed as a body corporate under the Trustees Incorporation Act, (Cap 5:03 of the Laws of Malawi in 2010 and became fully operational in 2012.

2.0 CONTEXT
CMST operates within a dynamic and challenging local and international pharmaceutical industry which demands from staff high standards of productivity. To meet such, CMST is taking an approach to make sure staff are provided with a healthy, safe, secure and motivating workspace within which to drive CMST’s operational efficiency.

Currently, CMST is experiencing a number of strategic and operational factors affecting its work environment, thereby challenging the organization to the following needs:

To effectively communicate the organization’s mandate, strategy, objectives, organizational culture and expected outcomes to all staff;

  • To create adequate understanding of and adaptation to organizational change:
  • To reinforce staff mental and physical well-being, team spirit and cohesion within the Trust; and
  • To reinforce staff appreciation of the need for relaying feedback to management on strategies and implementation realities.

In order to address the above and other issues, the Directorate of the Finance and Administration has prioritized a three-day team building event for its 190 members of staff.

3.0 OBJECTIVE OF THE ASSIGNMENT
The overall purpose of this assignment is to improve staff productivity and performance at the work place by conducting various activities aimed at:

  • Improving communication of strategy and feedback:
  • Developing trust and collaboration among staff members:
  • Instilling a formidable sense of team morale and conflict resolution;
  • Laying a strong foundation for the handling of strategic and operational changes;
  • Strengthening team spirit and morale:
  • Fortifying discipline and accountability;
  • Improve well-being and positive attitude of Staff.

4.0 DELIVERABLES

  • Prepare a learning atmosphere of fun through activities involving all staff (both indoor and outdoor) and targeted at the promotion of team spirit;
  • Facilitate discussions that identify challenges solutions and the formation of recommendations on improving work-related issues.
  • Instil interpersonal communication skills
  • Equip staff with suitable solutions to deal with ongoing strategic and operational changes.
  • Prepare and submit a team building report with follow-up activities/recommendations.

5.0 CONTRACTUAL UNDERTAKINGS BY BOTH PARTIES
This activity is expected to provide contractual undertaking as follows:

A. The Consultant shall:

  1. Identify gym trainer/ instructor to facilitate the aerobics sessions and other activities
  2. Manage and finance own travel and accommodation expenses
  3. Provide and manage all team building materials in respect of planned activities.

B. The Trust shall:

  1. Provide conference facilities and meals for CMST staff and a maximum total of one Lead Consultant and three support staff;

6.0 BUDGET
The estimated total cost for this assignment should therefore cover professional fees, field travels, accommodation, equipment hire, and any other costs related to the assignment.

7.0 DURATION AND MANAGEMENT
The consultancy, facilitation will be for three days, that is, in August 2024.

8.0. QUALIFICATIONS OF KEY EXPERTS

A. TEAM LEADER

Interested applicants should meet the following criteria:

  • Bachelor’s Degree from a recognized institution in the fields of Management, Business Administration, Human Resource and any other Social Science related field;
  • Five years’ continuous professional experience
  • Business registration and latest tax clearance certificates.
  • At least 3 (three) references of relevant assignments with reputable organizations within the past three years.
  • Able to interface with a wide range of Staff with good interpersonal dynamics.
  • Good understanding of the socio economic landscape of Malawi and environment within which organizations operate.

B. SUPPORT CONSULTANT

  • Bachelor’s Degree from recognized institutions in the fields of Management, Business Administration, Human Resource and any other Social Science related field;
  • 5 years’ relevant experience
  • At least 2 (two) references of relevant assignments with reputable organizations within the past three years
  • Good understanding of the socio-economic landscape of Malawi and environment within which organizations operate

9.0 QUALIFICATIONS OF THE FIRM

  • Must be registered with the relevant authorities such as registrar of businesses and PPDA
  • Two (2) years relevant experience in undertaking similar assignments
  • Two references from reputable organizations where similar assignments were undertaken

10.0 EVALUATION OF SUBMITTED EXPRESSIONS OF INTEREST (EOI)
Central Medical Stores Trust will evaluate the Expressions of Interest based on qualifications and experience of both the firm and proposed key personnel.

11.0 CALL FOR EXPRESSIONS OF INTEREST (EOI)

CMST now invites expressions of interest from eligible and qualified Firms to undertake the team building training as above. In the submissions, the interested consultants must submit their CVs with copies of their qualifications and their experiences in similar exercises.

12.0 SUBMISSION OF EXPRESSION OF INTEREST
Interested consultants are therefore advised to submit their expressions of interest by 1st July 2024 at 14.00Hours local Malawian time. The EOl should be deposited in the Tender Box located at the Reception, Ground Floor at Central Medical Stores Trust Headquarters, Mzimba Drive, opposite KHES in Lilongwe, Malawi in sealed envelopes addressed as below:
