1. The Government of Malawi through the Ministry of Water and Sanitation has received financing from the World Bank toward the cost of the Malawi Resilience and Disaster Risk Management Project (MRDRMP) and intends to apply part of the proceeds toward payments under the contract for Supply, Delivery, Installation, and Commissioning of ICT Equipment for Scaling-up Disaster Risk Management Information System in Seventeen Local Authorities in Malawi.
2. The Ministry of Water and Sanitation now invites sealed Bids from eligible Bidders for contract for Supply, Delivery, Installation, and Commissioning of ICT Equipment for Scaling-up Disaster Risk Management Information System in Seventeen Local Authorities in Malawi as follows:

3. Bidders may Bid for one or all Lots/ Contracts, as further defined in the bidding document. Bids will be evaluated Lot-wise, taking into account discounts offered, if any. The Contract will be awarded to the Bidder offering the most advantageous Bid to the Employer for each Lot, subject to the selected Bidder meeting the required qualification criteria and specifications for the individual Lot as the case may be. A Bidder may only be awarded one (I) Lot/Contract.
4. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” “Procurement Regulations for
IPF Borrowers” (Procurement Regulations) dated September 2023 and is open to all qualified and eligible bidders as defined in the Procurement Regulations.
5. Interested bidders may obtain further information and inspect the Bidding Documents from the Malawi Watershed Improvement Services Project Offices at the address given in paragraph 10 (a) below from
08.00 Hours to 12.00 Hours and 13.00 Hours to 16.00 Hours local time, from Monday to Friday, excluding public holidays.
6. The Bidding Document in English may be obtained by interested bidders at the address given in paragraph
10 (b) below upon payment of a non- refundable fee of MK20,000.00 (Twenty Thousand Malawi Kwacha) or equivalent in a freely convertible currency. The method of payment is cash or bank certified cheque. The document will be sent by E-mail.
7. Sealed Bids clearly marked: “Supply, Delivery, Installation, and Commissioning of ICT Equipment for Scaling-up Disaster Risk Management Information System in Seventeen Local Authorities in Malawi” must be deposited in a Tender Box placed at the address given in paragraph 10 (c) on or before Wednesday, 11th September 2024 at 10:00 Hours local time. Electronic bidding will not be permitted. Late Bids will be rejected. Bids shall be publicly opened in the presence of the Bidders’ designated representatives who choose to attend at the address given in paragraph 10 (d) below on Wednesday, | Ith September 2024 at 10: 00 Hours local time.
8. All bids must be accompanied by a signed Bid Securing Declaration as specified in the bidding document.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Bidding Document.
