1. The Government of Malawi through the National Local Government Finance Committee has obtained financing from the World Bank toward the cost of the Social Support for Resilient Livelihood Project (SSRLP) Project and intends to apply part of the proceeds toward payments under the contract for Supply and Delivery of Motor vehicles

2. The National Local Government Finance Committee now invites sealed Bids from eligible Bidders for contract to Motor Vehicles as follows:

At the Bidders option, Bidders may quote for one or both lots. In all cases, bidders are required to quote for 100% of all quantities of the items making each chosen lot. Failure to do so will make the bid to be considered non-responsive and will be rejected. Evaluation and award will be on the basis of individual lots.

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” “Procurement Regulations for IPF Borrowers” (Procurement Regulations) dated September 2023 using National Procurement Procedures with requirements stipulated in the Procurement Regulations and is open to all qualified and eligible bidders as defined in the Procurement Regulations.

4. Interested bidders may obtain further information and inspect the Bidding Documents from the National Local Government Finance Committee Offices at the address given in paragraph 9 (a) below from 08.00 Hours to 12.00 Hours and 13.00Hours to 16.00 Hours local time, from Monday to Friday, excluding public holidays.

5. The Bidding Document is in English and may be obtained by interested bidders at the address given in paragraph 9 (b) below upon payment of a non- refundable fee of MK20,000.00 or equivalent in a freely convertible currency. The method of payment is cash or bank certified cheque.

6. Bids must be deposited in a tender box placed at the address given in paragraph 9 (c) below on or before Wednesday, 20th November 2024 at 14:00 Hours local time. Electronic bidding will not be permitted. Late Bids will be rejected. Bids shall be publicly opened in the presence of the Bidders’ designated representatives who choose to attend at the address given in paragraph 9 (c) below on or before Wednesday the 20th November, 2024 at 14:00 Hours local time.

7. All bids must be accompanied by a signed Bid Securing Declaration as specified in the bidding document.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
