1. The Reserve Bank of Malawi has received financing from the World Bank towards the cost of the Financial Inclusion and Entrepreneurship Scaling (FinES) Project, and intends to apply part of the proceeds towards payments under the contract for Rehabilitation works for Small and Medium Enterprises Development Institute (SMEDI) Mponela EDC, Mzuzu and Blantyre Regional Offices. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

2. The Reserve Bank of Malawi now invites sealed Bids from eligible Bidders for Rehabilitation works for Small and Medium Enterprises Development Institute as follows:

Lot 1 – SMEDI Regional Office, Chigumula, Blantyre,
Lot 2 – SMEDI Main Office, Classroom, Library, Hostels and Cafeteria in Mponela, and
Lot 3 – SMEDI Regional Office in Mzuzu.

The works are expected to be implemented within 4, 6, and 4 months respectively.

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023, (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the address at 10(a) below and inspect the bidding document during office hours from 8:00 to 12:00 and 13:00 to 16:00 hours local time (Monday to Friday, except national public holidays) at the address given below.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of MK10,000.00. The method of payment will be by cash or Bank Transfer. The document will be sent by any method preferred by the bidder on the bidder’s account.

7. Bids must be delivered and deposited in the Tender Box at the reception of address 10(b) on or before 10:00 hours Local Time on or before 30th August, 2024. However, bidders must register their bids at the reception on the first floor before depositing them in the tender box. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address no. (b) below at 10:10 Hours Local Time on 30th August, 2024.

8. All Bids must be accompanied by a Bid-Securing Declaration.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
