1.0 Background
With funding from United States Agency for International Development (USAID), Palladium is leading a consortium of national and international partners to implement MOMENTUM Tiyeni project which is working with the Ministry of Health and various stakeholders to strengthen health systems and quality service delivery in maternal, newborn, child health (MNCH), and family planning and reproductive health (FP/RH). The project is being implemented in Lilongwe, Dowa, Chikwawa, Machinga, and Mulanje.
MOMENTUM TIYENI project is collaborating with the Ministry of Health and implementing partners in designing and implementing the uses of evidence-based and targeted multimedia social and behavior change (SBC) approaches to promote health seeking practices among Malawians around maternal, newborn, and child health (MNCH); family planning and reproductive health (FP/RH); nutrition; malaria; water, sanitation, and hygiene (WASH); cholera, COVID-19, and Child Early and Forced Marriages.
2.0 Description of Assignment
Palladium seeks to procure services of a creative media agency or consultant to produce eight (8) high-quality and interactive health social and behavior change communication (SBCC) 15-minute radio magazine programs, and 3 radio jingles (1) and radio spots (2) to promote health seeking behaviors among intended audiences.
Scope of Work
The successful vendor or firm will be expected to deliver the following tasks:
- Hold operational meetings with MOMENTUM Tiyeni and Ministry of Health – Health Promotion Division (MOH-HPD) for development, guidance and approval on production plan as well as clarify processes and procedures for the assignment.
- Work closely with the MOMENTUM Tiyeni team and MoH-HPD to develop/refine creative concepts/briefs and production plan.
- Work closely with the MOMENTUM Tiyeni team and MoH-HPD to identify guest speakers to feature in radio magazine programs.
- Identify and recruit professional voice actors to feature in the spots as per approved concepts and scripts.
- Record quality radio spots and radio magazine programs as per approved concepts and scripts.
- Submit the first draft of the radio programs and spots to MOMENTUM Tiyeni and MoH-HPD for quality control review/checks.
- Participate in field pretesting of the radio magazine programs and spots.
- Submit revised draft radio magazine programs and spots to MOMENTUM Tiyeni for second review and further submission for vetting by the National Quality Assurance and Quality Improvement (QA/QI) Subcommittee of the
- National Health Promotion Technical Working Group under the Ministry of Health – Health Promotion Division.
- Revise the radio magazine programs and spots as per received feedback from pretesting and QA/QI subcommittee.
- Submit revised final radio magazine programs and spots for final approval.
- Ensure effective and efficient provision of services, full confidentiality in all aspects of the assignment, management of information flow and follow-up on deadlines and commitments made.
- Ensure dignity of subjects, particularly in the context of children, women, and other vulnerable populations.
- As per Palladium guidelines, ensure consent forms are signed by all featured actors and are documented and submitted to MOMENTUM Tiyeni.
- Ensure that applicable consent fees are paid to all actors (subjects); and
- Work in close coordination with MOMENTUM Tiyeni and MoH-HPD.
3.0 Logistics
MOMENTUM Tiyeni will provide funds for all travel based on agreed and approved production plan.
The vendor will use their own equipment and other facilities to execute the assignment.
4.0 Deliverables
- An inception report to demonstrate understanding of the assignment and giving detailed rationale, strategy, and creative execution of provided brief. This shall be developed after the inception meeting with MOMENTUM Tiyeni and MoH-HPD.
- Detailed creative concepts and scripts for radio spots.
- First and revised drafts for all radio spots as stated under Scope of Work.
- Final approved radio spots packaged flash drives.
- Consent forms signed by subjects, and guardians in the case of children as per Palladium guidelines.
5.0 Duration
The successful consultant must be able to deliver on the assignment for a period of two month after the award of contract
6.0 Qualifications/Requirements
Applicants must have the following qualifications:
- Experience developing SBCC products/radio spots/jingles/programs for USAID funded projects in Malawi.
- Technical expertise in professional creative jingles/radio spots/ programs production on public health and related behavior change for government or USAID funded projects over the past 3 years.
- Knowledge and experience developing messages/content for any of the following health areas: MNCH, FP/RH, malaria, nutrition, WASH, HIV/AIDS among others
- Demonstrable experience working with the Ministry, of Health in Malawi especially the Health Promotion Division.
- A talented production team (including director, producer, script writer, editor) with demonstrable creative skills and experience in radio spot/jingles/program production on public health and related behavior change for government or USAID funded projects.
7.0 How to apply
Interested vendor or agencies should submit the following:
- An updated agency profile, including details of relevant previous experience with contacts for referees.
- A list of production team members and details of their individual skills, experience and expected roles on the assignment.
- A list of production equipment.
- A comprehensive price schedule itemizing all aspects of costs for all production logistics, professional fees, and travel costs for attending creative meetings.
- At least 2 copies of radio spot/jingle/PSA and 2 copies of radio program magazine materials on health and behavior change from previous completed assignments.
- Sample products to be submitted through email.
- A comprehensive price list covering all aspects of creative production of the media products. Also include costs for travel to attend creative meetings with the client.
- Any other supporting documents in line with the requirements of this RFQ.
7.0 Evaluation Criteria
The applications will be competitively evaluated and selected based on technical competency and cost competitiveness.
The preliminary review will be based on technical competency of the applications in terms of their responsiveness to the technical requirements. The applications will be evaluated according to the following criteria:

Only applications that will succeed through the preliminary review will further be evaluated on price competitiveness and value for money.
8.0 Mode of submission
