YLLP Technical Advisor, Youth Political Participation
Timveni Child and Youth Media Organisation (commonly known as Timveni) was established to amplify the voices of children and young people in Malawi. Launched in 2011, Timveni utilises radio and television as platforms where children and youth express their views, hone their talents, and showcase their skills, at a time when mainstream media is dominated by adult-focused content that often overlooks the perspectives of children and young people. Over time, Timveni has evolved into a fully-fledged NGO, equipped with staff and technology to design and implement projects, and to develop, produce, and broadcast impactful media content for advocacy, empowerment, awareness, and entertainment purposes. Timveni aims to empower children and young people to actively engage with duty bearers on issues that affect them.
Through its projects department, Timveni is recruiting a Technical Advisor on Youth Political Participation to support its Youth Landscape Learning Platform Project for a 10-month contract with possible extension.
The five-year Youth Landscape and Learning Platform (YLLP) was designed to support the USAID/Malawi Mission’s implementation of Development Objective 2 (DO2): Youth lead healthy, informed, and productive lives and the ability to collaborate, learn, and adapt across the Program Cycle. It will continuously provide key information on the youth context in Malawi. It will also support the Mission’s DO2 Learning Agenda and facilitate feedback loops with relevant stakeholders, including the Government of Malawi (GOM). The platform will be responsible for assessing and reporting on DO2’s progress achievement over the life of the CDCS.
Contract Duration Timeline: January – October 2025 (with possibility for extension)
Level of Effort: 8 days/month (Distributed across the month as appropriate. Some months may have more days, while others may have fewer.)
General Job description:
Serve as YLLP’s technical lead for its youth political participation workstream in 2025. Based on YLLP work, USAID priorities, and YLLP partners’ scope and capacities, articulate a vision for this workstream. Leverage your technical expertise, past experience and networks along with YLLP’s and partners’ data, partnerships, relationships, and networks. Carry out the following activities:
Lead and manage YLLP’s activities around youth political engagement, which include: co-creating a work plan for the consultancy that identifies activities, partner co-leadership/coordination, and timelines; carrying out this work plan through partner coordination, ensuring activity alignment with shared vision, and supporting timely delivery. (NOTE: Activities may include representing YLLP in task forces to share data and perspectives from youth around their issues of concern.)
Lead/co-lead YLLP’s relationships as follows: with USAID DRG staff related to elections; with the CEPPS team, and with other partners/stakeholders working in this issue area. Keep regular meeting notes. Carry out follow-ups in person and via email or other means.
Provide technical leadership to the one-day YLLP Q3 Learning Event. This Learning Event will focus on elevating youth priorities and youth data related to youth political participation and elections. Consultant will facilitate agenda development with youth advisors, co-lead on developing the invitation list and event communications, produce the agenda, work to identify and coach speakers and prepare content, and oversee event implementation. (Other team members will lead on logistics but the consultant will participate to ensure that logistics align with the event vision and agenda.)
Provide technical input and advising to YLLP’s overall work around democracy and governance and youth participation as well as other areas as assigned. Participate as a collaborative member of the YLLP team.
Key qualifications and experience:
Professional background and demonstrated experience working to support youth political engagement in Malawi, including existing relationships with key stakeholders.
At least 3 years experience working on donor-funded youth civic or political engagement programs, with USAID experience preferred.
Excellent verbal and written communication skills.
Demonstrated ability to collaborate and build bridges across different stakeholders, including youth organizations, government entities, and politicians.
