VAC REF NO. P5/34
Post: Chief Digital Health Officer
Grade: HF
Salary: Within Grade F Government Salary Segment
Location: Quality Management Directorate
Qualifications:
Applicants must be serving Principal Information Officers (Grade HG) or Principal Systems Analysts (Grade HG) with a minimum of two (2) years’ work experience in that post and must possess a Bachelor’s degree in Information Communication Technology (ICT) or Computer Science. Training in Digital Health will be an added advantage.
Duties:
- Planning and managing computer operations and production support, systems and database administration and network operations.
- Managing ICT resource requirements to ensure an appropriate balance between tactical and strategic demands.
- Managing relationships with key IT product and service providers and third-party service providers for IT infrastructure.
- Assessing relative impact of IT industry trends on current and future enterprise infrastructure needs and projects.
- Defining standards and metrics for the performance of ICT services including availability, reliability and accessibility.
- Maintaining a comprehensive infrastructure plan which includes enterprise network and data centre architectures.
- Supporting development and deployment of Digital Health Products and services.

Post: Principal Monitoring and Evaluation Officer
Grade: HG
Salary: Within Grade G Government Salary Segment
Location: HIV, Hepatitis and STI Directorate
Qualifications:
Applicants must be serving Monitoring and Evaluation Officers (Grade 1) or Health Economists (Grade 1) or Statistician (Grade 1) with a minimum of four (4) years’ work experience in that post and must possess a Bachelor’s Degree in the field of expertise.
Duties:
- The officer shall work with other program staff at the Directorate of HIV, Hepatitis and STI to routinely analyze data from different information systems for use by the HIV Directorate and partners.
- The officer is expected to take a leading technical role in the analysis and dissemination of HIV data and will also participate in the HIV projections using Spectrum and any other.
- The officer shall support the application for and implementation of the Global Fund Grant and provide a leading role in the preparation of the periodic Progress Updates with Disbursement Request (PUDR) for the grant and will also support the preparation and revision of the performance framework as necessary.
- The officer shall facilitate national, district and facility staff capacity building to strengthen M&E system at all levels in the HIV program.
- The officer is expected to play a supportive role in the coordination of and input into the HIV, Hepatitis and STI strategic planning, implementation, monitoring, and evaluation of programmatic activities.
- The Officer shall work in collaboration with the Central Monitoring and Evaluation Division (CMED) to ensure that tools and systems are in place for the collection and reporting of HIV related data.
- The officer shall work in collaboration with CMED to facilitate data quality assurance.

Post: Principal Medical Officer

Qualifications
Applicants must be serving Senior Medical Officers (Grade HH) with a minimum of our (4) years’ work experience in that post and must be registered with the Medical Council of Malawi.
Duties:
- Taking the lead in conducting, comprehensive patient assessments and ordering and interpreting diagnostic results. Developing, implementing and reviewing treatment plans for patients with acute and chronic medical/surgical conditions according to approved/ surgical protocols, standards and regulations.
- Performing minor and major surgical procedures and medical interventions.
- Documenting, maintaining and reviewing accurate and up to date patient records.
- Directing the provision of emergency, routine and preventive healthcare services.
- Conducting and supervising daily ward rounds, clinics and on site call duties.
- Taking the lead in patients and families health education on medical conditions treatment options, health outcomes and preventive measures.
- Ensuring adherence to the informed consent processes
- Involvement in the development, implementation of quality improvement monitoring department/institution level.
- Monitoring quality and appropriateness of medical care.
- Conduct and disseminate clinical audits and research. Initiating the development and monitoring the implementation of action plans following the clinical audits and research.
- Keep up to date with advancements in medical practices and treatments at individual and department/institution levels. Supervising and mentoring subordinate, interns, nurses, students and other healthcare professionals.
- Conducting performance appraisals for subordinates.
- Participation in formulation, implementation, and review of the hospital implementation plan and strategic plans at the department level or institution.
- Collaborate with multidisciplinary healthcare coordinate patient care.

Post: Principal Disease Control Officer
Grade: HG

Location: HIV, Hepatitis and STI Directorate
Qualifications:
Applicants must be serving Senior Medical Officers (Grade HH); Senior Clinical Officer (Grade HH) or Senior Nursing Officer Grade HH) with four (4) years’ experience and expertise in the development of HIV and Hepatitis policies, guidelines, and training materials, training of master trainers of trainers, supervision and mentorship.
Duties:
- Generating evidence to support formulation of policy/guidelines, strategies, and plans for HIV, STI, Hepatitis Prevention specific thematic areas in line with global, regional, and local frameworks. Assists in designing innovative models of service delivery including differentiated service delivery models, implementations plan, and quarterly plans aimed at improving indicator performance.
- Identifies and facilitates implementation of quality improvement initiatives in collaboration with district teams.
- Develops standard operating procedures, curriculums/training manuals, IEC materials, tool kits and other related documents to support implementation of specific thematic area Prevention policies, guidelines and capacity building of master trainers, trainers, and service providers.
- Develops concepts/funding proposal for assigned specific Prevention thematic area, grant/budget management and regular expenditure monitoring.
- Develops divisions work plan.
- Participates in spectrum and disease modelling initiatives including those of specific thematic areas, analyzes quarterly prevention data, synthesizes evidence/reports and aligns results with program performance improvement priorities.
- Preparation of performance monitoring framework, quarterly and annual program and other key reports related to assigned specific thematic areas.
- Identify & develop priority research agenda and collaborates with partners in proposal writing, research implementation, monitoring and dissemination for specific thematic areas.
- Prepare Schedules and preparation of all relevant documents and presentations for specific thematic area sub-committee meetings, including revision of sub-committee TORS and meeting agenda.
- Participates in quarterly meetings with Procurement and supply chain management team, to ensure uninterrupted supply of HIV, STI & Hepatitis commodities specific to assigned thematic areas and submits reports to Chief Disease Control Officer.
- Provide updated information on monitoring & evaluation and supply chain needs as necessary.
- Conducts annual performance management for the Prevention Team under him/her, identifying capacity gaps, and recommending capacity building priorities and mentorship priorities and submits to supervisor.
- Represent HIV Directorate and reports on HIV, Hepatitis and STI Surveillance/ Drug resistance/toxicity monitoring working with relevant expert committees, committees, ensuring implementation of recommendations and other strategic decisions for specific thematic areas.
- Carry out any other duties as assigned by the Chief Disease Control officer/Deputy Director.

Post: Principal Clinical Dietician Officer

Qualifications:
Applicants must be serving Clinical Dieticians (Grade HI) with a minimum of four (4) years’ work experience in that post and must possess a Bachelor’s Degree in Clinical Dietetics.
Duties:
- Conducting advanced clinical nutrition assessment, diagnosis, and intervention for complex patient cases.
- Developing and implementing and monitoring individualized nutrition care plans for patients with various medical conditions. Participating in multidisciplinary health care team during ward rounds and consultations to ensure nutrition well-being of patients
- Working with food service staff to develop menus that are not only nutritious but also appealing, culturally sensitive within, budget constraints and that dietary practices comply with legal and ethical standards.
- Overseeing food preparation processes, proper food handling, storage, and sanitation to guarantee the safety and quality of meals served to patients and staff.
- Providing routine individual dietary counselling or group nutritional education and counselling sessions to provide the knowledge, skills, resources, and support necessary for managing specific health conditions.
- Documenting and maintaining patient records
- Participating and lead in community nutrition outreach programs to promote healthy eating habits and address malnutrition, particularly among vulnerable groups like pregnant women, children, and individuals with HIV/AIDS as well as NCDs.
- Contributing to the development and implementation of district- level nutrition policies and programs.
- Plan and lead community nutrition education and promotion activities.
- Counselling staff and patients on healthy eating habits and lifestyle modifications.
- Leading and planning quality improvement activities.
- Conducting training sessions for healthcare professionals on nutrition-related topics.
- Engaging in research and dissemination to stay updated with the latest evidence-based practices and potentially contributing to new dietary guidelines or practices.
- Leading efforts to improve patient outcomes through nutrition, including evaluating effectiveness of nutrition interventions and making necessary adjustments with the aim of improving services.
- Supervising and mentoring clinical dietitians, dietetic interns and nutrition students and other support staff.
- Conducting performance appraisal for subordinates.

Post: Principal Mental Health Clinical Officer

Qualifications
Applicants must be serving Senior Mental Health Clinical Officers (Grade HH) with a minimum of four (4) years’ work experience in that post and must possess a Bachelor’s Degree in Mental Health and be registered with Medical Council of Malawi.
Duties:
- Diagnosing, treating and managing patients with mental illness. • Refer complicated cases.
- Organizing and conducting community sensitization about mental health.
- Initiating and participating in research activities.
- Coordinating continuous professional development.
- Promote observance of the professional Codes of Conduct and Ethics by staff under him or her.
- Participate in planning, budgeting, monitoring and evaluating mental health/Psychiatric activities in the hospital.

Post: Disease Control Officer

Qualifications
Applicants must be serving Clinical Technicians (Grade HK) or Nurse and Midwife Technician (Grade HK) Registered Nurse (Grade HK) with a minimum of Four (4) years’ work experience in that post and in possession of a Bachelor’s Degree in Public Health; Clinical Medicine; Nursing; Health Management and Medicine.
Duties:
- Assists in the development of evidence-based guidelines, strategies and plans for HIV, Hepatitis & STI prevention in line with global, regional, and local frameworks.
- Participates in the designs of innovative prevention programs, differentiated service delivery models and quality assurance and improvement initiatives in Malawi.
- Assists in the development/review of standard operating procedures, curriculums/training manuals, IEC materials, tool kits and other related documents to support implementation of prevention policies, guidelines and capacity building of master trainers, trainers and service providers, dissemination plans, printing and distribution.
- Assists in the development of concepts/funding proposal for the prevention, including the development of budget and quarterly work plans and their implementation.
- Actively participates in spectrum and other disease modelling initiatives, quarterly analyzes and reviews care & treatment data, synthesizes evidence/reports alongside members of the team.
- Assists in the preparation of quarterly and annual Prevention program reports.
- Participates in developing priority research agenda and collaboration in HIV/Hepatitis/STI research implementation, monitoring and dissemination.
- Assists in scheduling & preparation of all relevant documents and presentations for the Service Delivery, EHP and Prevention TWG and relevant biomedical sub-committee meetings under the division, ensuring availability/revision of sub-committee TORS and meeting agenda.
- Assists in the preparation of TWGs and other relevant committees as assigned by the supervisor.
- Participates in quarterly meetings with Procurement and supply chain management team, to ensure uninterrupted supply of HIV, Hepatitis & STI prevention commodities.
- Assists in collaborative activities in HIV, Hepatitis & STI Surveillance/ Drug resistance working with relevant expert committees, ensuring implementation of recommendations and other strategic decisions for HIV, Hepatitis & STI prevention in Malawi.
- Carry out any other duties as assigned by the office of the Principal Disease Control Officer or Chief Disease Control Officer.

Post: Pharmacist
Grade: HI
Salary: Within Grade I Government Salary Segment
Location: HIV, Hepatitis and STI Directorate
Qualifications:
Applicants must be serving Senior Pharmacy Technicians (Grade HJ) in possession of Bachelor of Science in Pharmacy and must be registered with Pharmacy and Medicines Regulatory Authority (PMRA).
Or
Serving Pharmacy Technicians (Grade K) with a minimum of four (4) years’ work experience in that post and must possess a Bachelor of Science in Pharmacy and must be registered with Medicine Regulatory Authority (PMRA).
Duties:
- Lead the forecasting and Quantification of HIV Program commodities including Test kits, ARVs, Viral load, Condoms, Diagnostics, laboratory supplies and other related consumables, and other HIV related commodities.
- Participate and provide technical expertise in development, updating, and implementation of strategic plans, policies, guidelines, and job aids for the National HIV, STIs and Viral Hepatitis programs.
- Participate in development of Grant proposals for various Development partners.
- Provide Technical support and participates in supervision and mentorship, data quality review and analysis of TB/HIV data for program decisions.
- The Liaison officer for the Directorate of HIV, STIS and Viral Hepatitis and Pharmacy Medicines and Regulatory Authority (PMRA) on issues pertaining to regulation, licensing, compliance and import of Pharmaceuticals, and Malawi Revenue Authority (MRA) for Tax clearance of HIV related importation.
- Lead person for pharmacovigilance-related activities including tools development, dissemination to facilities, support monitoring, reporting and follow-up with the Pharmacy Medicines and Regulatory Authority (PMRA).
- The Liaison officer for the Directorate of HIV, STIS and Health Technical Support services (HTSS-Pharmaceuticals) to coordinate SOP development and dissemination for health products, training on stock management, inventory control, and monitoring of pharmaceuticals at health facilities.
- Technical lead in procurement planning, pipeline management and supply chain management functions of the Directorate of HIV, STIs and Viral Hepatitis.
- Lead the warehousing and distribution activities at the designated central Level warehouse and stock monitoring and management at both central and health facility level. Design and lead HIV Supply Chain Capacity building functions including preparation of stock management training materials, organizing venues, and associated logistics for the HIV program teams as they build capacity in commodity management practices.
- Lead bimonthly physical inventory counting and reconciliation of all HIV commodities at the central warehouse.
- Lead the supply chain team in daily management of the stock at health facilities using the HIV Supply Chain Toll-Free lines.
- Support supply chain initiatives such as Interoperability, linkage of systems, data visibility and management.

Post: Senior Pharmacy Technician
Grade: HJ

Qualifications:
Applicants must be serving Pharmacy Technicians (Grade HK) with a minimum of four (4) years’ work experience in that post and must possess a Diploma in Pharmacy. Must be registered with Pharmacy and Medicines Regulatory Authority (PMRA).
Duties:
- Preparation and submission of bimonthly distribution lists for all HIV commodities including Test kits, ARVS, IO/STI medicines, VMMC commodities and other HIV managed products to the warehouse for delivery to health facilities.
- In collaboration with Global Fund Program Implementation Unit (PIU) and the Central warehouse, monitor and manage the distribution of HIV commodities including Test kits, ARVs, IO/STI medicines, VMMC commodities and other HIV managed products to health facilities.
- Supports the design, implementation and update of procurement and supply chain tracking tools of the HIV program.
- Participate in the bimonthly physical inventory counting and reconciliation of all HIV commodities at the central warehouse.
- Support the processing of licensing and importation permits with Pharmacy Medicines and Regulatory Authority (PMRA), and Tax exemption/clearance certificates with Malawi Revenue Authority (MRA) for HIV commodities.
- Participate in supportive supervision and mentorship, data analyses, data quality review and analysis of TB/HIV data for program decisions and implementation.
- Prepares and participates in HIV Supply Chain Capacity building function in commodity management practices.
- Preparation and sharing of supply chain progress reports in line with MOH and Donor requirements.
- Daily Management of the Directorate of HIV, STIs and Viral Hepatitis Toll-Free lines with review and authorization of requests for inter-facility stock adjustments.
