Overview
The Ipas Impact Network is a nonprofit organization that works with national, regional, and global partners, to improve sexual and reproductive health and rights, with a focus on ensuring that high-quality safe abortion and contraceptive information and services are available, accessible, and acceptable.
Ipas builds resilient abortion and contraception ecosystems using a comprehensive approach across sectors, institutions, and communities. We center our work on the needs and perspectives of individuals who seek abortion care, and we strive to better center the needs and perspectives of all people who can become pregnant. Our approach addresses all the factors that impact a person’s ability to access abortion. We are working toward a sustainable abortion ecosystem, a dynamic condition in which resilient local stakeholders are actively accountable and committed to abortion rights and responsive to everyone’s abortion needs. We know that to achieve this, we must work through effective, equitable, and intersectional partnerships, integrating abortion into broader health, gender equality, and social justice movements.
In Africa, Ipas has programmatic offices in Burundi, Côte d’Ivoire, the Democratic Republic of Congo, Ethiopia, Kenya, Malawi, Mozambique, Nigeria, South Africa, and Zambia and operates programs in Benin, Burkina Faso, Cameroon, Chad, Guinea, Madagascar, Mali, Mauritania, Niger, Senegal, Somalia, South Sudan, Sudan, Tanzania, Togo, Uganda.
The Africa Region Development Manager provides high-level and strategic leadership to develop strategies to meet the fundraising goals of Ipas in the Africa Region. The Africa Region Development Manager develops the Ipas Africa Fundraising strategy and action plans, with a focus on building strong partnerships and leading significant new business development efforts in Africa, aimed at achieving the Ipas Network mission. The person will be expected to collaborate with other countries in different geographies.
The Africa Region Development Manager models a deep commitment to reproductive justice, including human rights, abortion rights, gender equity, and diversity and inclusion. S/he works closely with the Global Development Director, the Development Service Unit, and Ipas Africa Ipas Country Directors, to maintain Ipas’s technical leadership and foster strong collaboration with diverse partners and donors in the region. The Africa Region Development Manager works collaboratively with other Network units and promotes shared leadership, trust, and non-hierarchical approaches, learning and collaboration. S/he ensures good stewardship of funding and adherence to the Ipas Network mission, values, and standards.

Key Responsibilities
Leadership/Management
- Position Ipas as a sector leader in reproductive justice and a partner of choice in Africa
- Ensure that the Ipas Africa region has a clear fundraising plan and/or sub-regional plans, in line with the Ipas Impact Network’s global mission and global strategy
- Model Ipas values
External relations and resource mobilization
- Represent Ipas and its mission in Africa
- Lead in information gathering and sharing and advocacy for reproductive justice in the region, including advocacy with governments and other donors to increase their engagement and funding in reproductive justice
- Build partnerships and maintain robust collaboration with donors funding in and from Africa, government agencies, embassies, INGOs, local organizations, academic and educational institutions, media, and other stakeholders
- Build Ipas Network intelligence on key trends and opportunities in Africa
- Lead new business development initiatives, as per the regional fundraising plan
- Work closely with the Communications Service Node to contribute to external communications, via the Ipas website, newsletters, and social media
- Work closely with the Development Service Node to report quarterly and annually on fundraising efforts and results and participate in the annual management cycle activities
Position Requirements
Essential skills
- A deep commitment to sexual and reproductive her enrod riet, especially abortion and contraception rights
- Demonstrated capacity to successfully advocate for reproductive health and rights, despite challenges and opposition
- Proven ability to build positive working relationships with diverse partners, including government officials, local organizations, and international donors and experience in building partnerships and alliances
- Proven success in stewardship of funds and program management, including project design, work planning, budgeting, monitoring, and problem solving
- Proven success in raising funds from government donors, foundations, and other sources, especially those based in or funding in Africa
- Commitment to shared leadership and non-hierarchical working approaches
- Able to work independently
- Professional-level fluency in English (speaking, reading, and writing); Fluency in French or Portuguese desirable
Education and experience
- Masters level degree or higher preferred, in public health, medicine, international development, gender, policy, public administration, or related studies
- Minimum of 7 years of increasing leadership and management responsibility, in the reproductive health or rights sector
- Previous senior leadership experience, preferably in the SHR sector and/or for an international NGO or funder
- In-depth understanding of SHR and especially abortion programming, gender equity in Africa, Latin America, and Asia
Travel and physical requirements
Travel requirements: Significant travel, between 20-30% (domestic, regional, and international)
