Job Description
The Quality Improvement Coordinator will be responsible for coordinating quality management efforts related to HIV care. This includes the development, implementation, education, data collection, and analysis of quality improvement initiatives to enhance the delivery of evidence-based HIV clinical care. This includes HIV prevention, HTS, PMTCT, HIV Care and Treatment; TB, Cervical Cancer screening and treatment, and post GBV management services for adults, pregnant and lactating women, infants and children. He or she provides leadership and technical assistance for HIV quality management in all districts where RTCM is represented in order to attain UNAIDS 95-95-95 goals
Reporting to the Technical Director,, the individual will ensure that improvements in health systems are coordinated between districts to ensure efficient project implementation. S/he will lead, create and maintain the ongoing design, implementation and monitoring of quality improvement plans. Specifically, s/he will be responsible for gathering, compiling and analyzing quality improvement reports, identifying gaps/strengths, determining the root causes, making appropriate recommendations for corrective actions for quality improvements and tracking progress and results. The QI Coordinator will also support collaborative learning, harvesting of change ideas and development of change package, working closely with Technical Team Leads, RTC Implementation Science HQ, the DHMTs and the MOHP-QMD.
ESSENTIAL FUNCTIONS:
Under the supervision of the Technical Director,
- Identify quality improvement capacity building needs, identify and implement smart capacity building strategies as appropriate
- Build capacity of health care workers, supervisors and administrators in modern Quality Improvement (QI) methods including optimizing performance and quality and other relevant QI approaches, both RTCM and MOHP staff.
- In collaboration with ,M&E, support RTCM team, DHMT in analyzing data and linking with quality improvement.
- In conjunction with MOHP-QMD, lead the development and revision of quality and performance improvement tools for use in the CDC program, in collaboration with the clinical team-
- Develop and implement a quality improvement plans for HIV care, in collaboration with the with both RTCM and MOHP clinical teams.
- Conduct QI coaching and mentoring in all RTC supported districts.
- Organize peer support and learning workshops for application of QI improvement methods
- Develop and implement patient flow analysis exercises for improvement of operational efficiency
- Ensure project alignment with PEPFAR’s site improvement monitoring system (SIMS); and conduct joint field visits with national-level MOH and PEPFAR teams, including joint data verification.
- Facilitate regular CQI data reviews and learning sessions to collaboratively review QI data and identify needs for improvement and strategies to address them together with relevant program teams.
- Provide technical support for meaningful consumer participation in QI activities at health facilities
- Provide leadership and technical assistance in implementing facility QI action plans
- Provide technical guidance to partners and implementers in QI initiatives for HIV Testing Services, PMTCT, ARV, TB/HIV services and document the process
- Collaborate with MoHP-QMD in implementation of national quality management program within RTC supported districts
- Ensure QI methods are applied across all operating systems at facilities as well as clinical services
- Collaborate with MoHP-QMD in implementation of national quality management program within RTC supported districts.
- Provide support to facilities and districts QI teams in organizing and conducting quality improvement meetings according to national CDC guidelines.
- Facilitate collaborative learning among facilities and districts; harvesting of change ideas and development of change package.
- Facilitate learning documentation that include lessons learned, success stories, and best practices at facility, district and national level. Oversee the process of documenting and disseminating best practices
- Stay up-to-date and serve as a repository of new information and knowledge in QI and HIV programming in general, collating and sharing best practices with relevant stakeholders for adaptation and adoption.
MINIMUM REQUIREMENTS
- A University degree in Nursing, Clinical Medicine, Public health or health related fieldand/or with specialty training in HIV care and/or infectious diseases (preferred but not required)
- Minimum of ten years work experience in the health sector; of which five should be in quality improvement
- Monitoring and evaluation with an international organization, research institution or government, preferably in HIV/AIDS
- Ability to analyze data
- Ability to work independently and take initiative.
- Good report writing skills.
- Capacity to design and manage result-oriented programs and to bring conceptual innovations in the technical support provided as expert
- Familiar with MoHP HIV standards
- Demonstrated competence with PEPFAR, CDC, and/or USAID monitoring and evaluation systems and reporting requirements
- Strong verbal and written English language skills.
