VACANCY ANNOUNCEMENT
Introduction
CADECOM Karonga has partnered with Chitipa District Council to implement a project titled Improved natural resource management to prevent land degradation and encroachment, and to enhance biodiversity, biomass, food security, and livelihoods. The project is funded by EU under UCHI-TA Component 1 of Greening and Growing Malawi to support to Preservation, Restoration and Regeneration of Malawi’s Natural Resource Base and Diverse Ecosystem. This is a 4 years’ project which will be implemented in communities within 5km from the boundaries of Matipa, Mughese and Wilinde Public Forests in Traditional Authority Mwenemisuku in Chitipa District. In this project CADECOM will be responsible for managing the following outcomes; (1) Improved soil and water conservation through land use planning and, water shade management, (2) Increased forest cover through improved management of forest reserves, customary estate forests, and agricultural landscapes. CADECOM Karonga is therefore looking for qualified Malawians to fill the following vacant positions for the project:

Main Responsibility
On behalf of CADECOM, The Programme Coordinator will be the lead person on the project and therefore head the Project Coordination Unit to be based at Chitipa District Council. S/he will oversee daily management of the project covering programming, financial management and monitoring and evaluation. Working and coordinating with other implementation structures such the Project Steering Committee, The District Implementation Team, The DEC, The District Environment Sub Committee (DESC). Making sure that all the outcomes of the project area realized timely but also in a quality manner.
Essential Responsibilities
- Provide technical backstopping and advice to the District Implementation Team in implementation of the project.
- Taking a lead to assist in the identification and prioritization community needs regarding the project.
- Together with the District Implementation Team, prepare and deliver training’s as per project requirements
- Advise the implementation team on sectoral policies in relation the project.
- Will be the main link between the Donor, Chitipa District Council and CADECOM.
- Will support implementation and partnership strategy for the project.
- Participate in joint activity planning, coordinated implementation and learning activities.
- Ensure that the District Field Officer and Extension Officers from relevant Government Sectors are effectively implementing the project activities.
- Work closely with the Development Desk Officer and District Implementation Team to develop annual work plans and budgets aligned with the project detailed implementation plan and budget.
- Work with the Development Desk Officer, the District Implementation Team to review inputs for and draft sections of annual work plans and semi-annual and annual reports.
- Support the technical work of consultants and sub – contractors fielded under the program
Qualifications
- Bachelor’s Degree in the following: Forestry, Natural Resource Management, Environmental Studies, Agriculture or related field required.
Experience
- Experience in working and collaborating with the district councils and the decentralized structures
- Knowledge in government sectoral policies covering lands, agriculture, forestry, natural resources etc.
- Knowledge in planning and implementing land use and watershed management, soil and water conservation activities at community level
- In developing and implementing co – management plans, development of an enterprise based collaborative model for forest management
- Knowledge in the district planning system and the decentralized structures
