Program Officer- NED

Job Description

The Program Officer will assist in the implementation of NDI programs in Malawi. This individual will contribute to the planning, design, implementation, monitoring and evaluation of the program and will collaborate with regional and field staff. The program officer will report to the Program Director under the supervision of the Country Director. This position is based in Lilongwe and would require occasional travel to regions and districts. The position is for one year with possibility of extension.

Essential Duties and Responsibilities

  • Provide support to the program team to implement the Promoting Youth Inclusion in Political and Electoral Processes project
  • Support Malawi and DC HQ staff in proposal development for new funding opportunities
  • Facilitating the implementation of program activities
  • Assist in designing and drafting formal reports and proposals to donors.
  • Coordinate with Malawi and DC HQ staff on program evaluation and reporting as well as program development and implementation as needed.
  • Assist in the development of performance management plans and indicators in cooperation with the program manager and ensure consistent and timely application of all M&E systems and standards.
  • Ensure that programmatic goals are achieved and that operational and reporting requirements are adhered to.
  • Facilitate and manage input from the broad range of stakeholders in Malawi, with emphasis on under-represented groups, including women and marginalized constituencies.
  • Drafts briefing memos, reports, work plans and activity budgets.
  • Consult reguiariy with the Program Director and Country Director on program progress.
  • Assist in facilitation of internal office communication and support external communication in coordination with the Program Director.
  • Monitor and report on political developments in the country that impact NDI program implementation.
  • Other responsibilities as assigned by the Program Director or Country Director as needs arise.

Qualifications

  • Bachelor’s degree, preferably in International Relations, Political Science, Public Administration, or a related subject;
  • A minimum of four (4) years of relevant work experience in political environments or international development, preferably around democracy and governance or civil society;
  • Experience developing and implementing programs focused on supporting civil society partners and youth engagement.;
  • Experience implementing programs funded by USG or European donors such as USAID, U.S. Department of State, FCDO, etc.
  • Experience developing and maintaining collaborative relationships with civil society organizations and international development organizations;
  • Knowledge of political processes and actors of Malawi preferred
  • Must be PC proficient, and experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired
  • High degree of organization and initiative, exceptional analytical skills for interpreting complex political issues and strong written and communication skills;
  • Ability to work in a political environment in a non-partisan way;
  • Strong interpersonal skills and exhibit cultural sensitivity to effectively interact with all levels of staff, policy makers, US and foreign government personnel, and members of donor organizations;
  • Ability and willingness to travel to locations which are often remote and difficult to reach; and
  • Fluency in written and spoken English and Chichewa, familiarity with other local languages a plus.
  • The marginal functions of this position have not been included. An employee will be required to follow other job-related duties required by the director.
