Baylor College of Medicine Children’s Foundation – Malawi (BCMCF-M) is a not-for-profit organization working in partnership with the Malawi Government in the health sector. Our Mission is to provide high-quality, high-impact, highly ethical pediatric and family-centered health care, health professional training and clinical research, focused on HIV/AIDS, tuberculosis, malaria, malnutrition and other conditions impacting the health and well-being of children and families worldwide.
The Baylor-Tingathe program developed in 2008 initially responded to suboptimal uptake of PMTCT and pediatric HIV services in Malawi and has grown over the past 15 years to support the full cascade of HIV care and treatment services. The current CORE programming seeks to support the Malawi Government in achieving epidemic control, by providing client focused care to People Living with HIV from the time of diagnosis to linkage and full engagement in care. BCMCFM’-s CORE programming is funded by USAID, and is currently operating in 6 districts in Malawi. BCMCF-M is seeking qualified candidates to fill the position of:
POSITION: Procurement Officer
CONTRACT DURATION: 1 year (renewable

Position Description and Responsibilities
Reports to: Senior Administrator
Position Description:
The Procurement Officer is responsible for carrying out the functions of procurement. The Procurement Officer will work closely with the Senior Administration Officer in making sure that the procurement is done in accordance with the USAID guidelines.
ROLES AND RESPONSIBILITIES
- Processing all requests to do with procurement, including travel, accommodation and conferences in a timely manner.
- Ensuring that procurement follows the laid down procedures, e.g. each procurement has supporting RFQ forms and 3 quotations that are stamped and signed by the suppliers.
- Ensuring that all procurement is in line with the procurement plan for the quarter/year.
- Raising purchase orders in UNIFI and ensuring that invoicing is also done in the system before submitting documents to finance.
- Ensuring that all the requests prepared are properly checked before sending to Finance.
- Preparing a procurement tracker to provide feedback to the concerned departments on their various procurement requests.
- Ensuring that all the items, including furniture, medical supplies and stationery are delivered on time
- Ensure that payment requests are raised in time for all items delivered and for the ones to be paid before delivery.
- Prepare monthly procurement report and a weekly procurement tracker
- Processing all documentation/waivers for donations and procurement outside the country
- Liaising with the clearing agent on all items received from outside the country
- Facilitating approval documentation for the clearing agent for MRA duty clearance
- Acknowledging receipts of goods as required by different donors
- Any other duties as assigned.
Competencies and Experience required
- Post Graduate diploma in Procurement and Supply Chain Management or a Bachelor’s Degree in Administration or any other relevant qualification
- Minimum 3years experience in a busy office preferably a Non-Governmental Organization
- Proficient in using different procurement software
- Malawi Institute of Procurement and Supply (MIPS) registered member
- Hardworking with capacity to work independently with minimum supervision
- Honest, integrity, open and transparent personality.
