Smallholder Farmers Fertilizer Revolving Fund of Malawi (SFFRFM)

Smallholder Farmers Fertilizer Revolving Fund of Malawi (SFFRFM) was incorporated in 1988 as a Trust Fund under the Trust Incorporation Act of 1992 to procure, store, distribute, and sell fertilizers to smallholder farmers. Its primary role was to ensure that smallholder farmers, defined as farmers who grow their crops on customary land have an opportunity to access and buy affordable fertilizer at all times.

The Fund is inviting applications from suitably qualified candidates of Malawian origin to fill the following positions:

PROCUREMENT AND ASSET DISPOSAL MANAGER

JOB TITLE : PROCUREMENT AND ASSET DISPOSAL MANAGER
Department: Procurement and Asset Disposal Section
Grade: F3
Reporting to: The Chief Executive Officer
Location: Head Office-Ulimi House (Blantyre)
Responsible for: Assistant Procurement Asset Disposal Officer

PURPOSE OF THE JOB

To provide strategic direction and advice in the management of procurement and asset disposal.

KEY DUTIES AND RESPONSIBILITIES

Duties

  • Preparing procurement and disposal plans and reports for the Fund.
  • Directing, optimizing and coordinating the full order cycle of Fertilizers and other farm inputs.
  • Preparing bidding documents
  • Undertaking strategic sourcing, procurement and supplier oversight of assignments within the framework of the Public Procurement and Disposal of Assets Act and Public Procurement Regulations.
  • Maintaining accurate records of all proceedings of the Internal Procurement and Disposal Committee (IPDC) where he/she serves as secretary to ensure timely production of IPDC minutes.
  • Coordinating the review of bid documents and evaluation of bidders with the Internal Procurement Committee, in liaison with the Public Procurement and Disposal of Assets Authority (PPDA) and suppliers.
  • Evaluating simple low value procurements as prescribed in the Public Procurement and Disposal of Asset Act;
  • Working as a secretariat to the meetings of the Internal Procurement and Disposal Committee and the ad-hoc
    Evaluation Team.
  • Facilitating Internal Procurement and Disposal Committee meetings;
  • Preparing contract documentation and managing the resultant contract in conjunction with user departments.
  • Initiating the scouting for new or additional farm inputs suppliers, and engaging them in consultations and negotiations within the premise of the Public Procurement and Disposal Act.
  • Producing tender documents and dossiers.
  • Responding to business proposals and inquiries.
  • Liaising with PPDA to ensure compliance with the Public Procurement and Disposal Act.
  • Liaising closely with the Regional Business Managers on the demand level for fertilizers and other farm inputs.
  • Negotiating with transporters on appropriate and favorable modalities for the shipment of fertilizer and other farm inputs.

QUALIFICATIONS AND EXPERIENCE
The ideal candidate must have:

  • Masters Degree in Supply Chain Management, Procurement or Logistics Management from accredited university.
  • Bachelor’s Degree in Supply Chain Management, Procurement or Logistics Management obtained from a NCHE accredited university plus a professional qualification in Supply Chain Management.
  • At least 5 years post qualification work experience in a busy procurement office.

ADDITIONAL SKILLS AND ABILITIES

  • Good knowledge of agricultural marketing, logistics and warehousing.
  • Understanding of the Public Procurement and Disposal of Assets Act and Procurement procedures.
  • Strong analytical skills.
  • Clear understanding of the business and legal environment of the industry.
  • Good grasp of the complex negotiations in international trade deals and contracts.
  • Must be a registered member of the Malawi Institute of Procurement and Supply (MIPS).
