Qualifications

Applicants must be serving Health Services Administrator (Grade I/ M7) with a minimum of four (4) years’ work experience at that grade.

Competencies

This is a middle management post in the administration department of the council that provides support services. The post holder is therefore supposed to have sound knowledge of administrative policies for proper translation and implementation.

DUTIES AND RESPONSIBILITIES

1. Coordinate delivery of Health Services within the Hospital/district as well as provide full sectoral coordination with partner institutions.
2. Responsible for budget formulation, implementation and expenditure control.
3. Coordinate with Project Managers and Heads of Departments on Planning and Implementation of Projects in liaison with the Ministry of Health.
4. Oversee procurement of goods and services for effective and efficient delivery of health care services.
5. Provide central liaison role to the hospital and assume advisory role to DHMT by interpreting and enforcing Government/Ministry of Health’s policies.
6. Supervise Management of Transport services to effectively support delivery of health services.
7. Ensure that infrastructure and medical equipment are in good order and working condition through preventive maintenance in conjunction with Physical Asset Management Division.
8. Initiate adequate provision of hospital equipment, machines, drugs, linen, foodstuffs for patients and other related supplies.
9. Encourage initiation of various committees as a necessary management tool to enforce collective decision making and accountability.
10. Liaise with the Human Resources office to ensure availability of adequate health workers to optimum delivery of services.
11. Enforcing Performance Management System through regular appraisals with technical assistance for Human Resources to increase staff motivation and ensure equitable reward compensation.

Qualifications

Applicants should possess a Diploma in Medical Laboratory Technology and be registered with Medical Council of Malawi.
