VACANCY ANNOUNCEMENT 

Program Summary  

The Learning Centre for Quality Management (LCQM) is a Centre of Excellence at Kamuzu  University of Health Sciences (KUHeS). As a regional hub for excellence, the LCQM is dedicated  to strengthening healthcare systems across Southern Africa. With a focus on enhancing the  quality of healthcare delivery, the Centre promotes evidence-based practices through  capacity building, research, and knowledge management.

Collaborating with local and international partners, the LCQM fosters a sustainable, people centered approach to healthcare, addressing critical challenges within health systems and  driving impactful solutions across the region.The Foreign, Commonwealth & Development  Office (FCDO) has provided funding to KUHeS to enhance the capacity of the LCQM to support  the implementation of the Health Sector Strategic Plan III (HSSP III) and its associated reforms.  To achieve these, LQCM Project is inviting suitably and qualified candidates to fill the  following vacant positions:

Monitoring, Evaluation, and Learning (MEL) Officer 

Department : Knowledge Management

Responsible to : Knowledge Management Lead

Type of contract : 2 year-fixed Contract

Location : Lilongwe

Role Overview 

The MEL Officer will be responsible for the management, quality assurance, and reporting of all data at the Learning Centre. This role will support effective monitoring and evaluation of  programs, strengthen health information systems, ensure data integrity, and support  knowledge management and learning. The MEL Officer will collaborate closely with Research,  Knowledge Management and Capacity Building pillars, and external partners including health  facility institutions to ensure accurate data collection, reporting, and usage for informed  decision-making.

Key Responsibilities 

  • Coordinate reporting and planning of the Learning Center across all the pillars  • Lead the development of a monitoring, evaluation and learning strategy
  • Coordinate evaluation and assessments of the programs or projects providing  technical guidance and leadership across all the pillars
  • Support the development and implementation of a knowledge management strategy  that ensures effective data sharing, documentation, and retention of health-related  insights and learnings.
  • Facilitate the documentation of best practices, lessons learned, and case studies  within the Learning Center.
  • Establish a repository for reports, publications, and other knowledge assets to be  accessible to health professionals and research teams and other stakeholders.
  • Oversee data collection, cleaning, processing, and storage procedures to ensure  accuracy, security, and compliance with KUHES and international data governance  policies.
  • Develop and enforce data quality assurance protocols, conducting periodic data  audits and validations to identify and address errors and inconsistencies.
  • Train and supervise staff on data collection methodologies and quality standards,  ensuring uniformity and compliance across all data collection points.
  • Implement data management tools and technologies, ensuring efficient data  handling and accessibility for analysis and reporting.
  • Design and implement tools for efficient data capture across all the pillars
  • Coordinate regular data collection activities, ensuring timely and accurate entry into  relevant databases and health information systems.
  • Produce periodic and ad-hoc reports on program indicators, and other relevant data  to inform stakeholders of progress and trends.
  • Support the analysis and interpretation of data to generate actionable insights for  program improvement and policy advocacy.
  • Support the designing and implementation of IMS within the learning Centre. • Providing technical assistant support to MOH M&E systems
  • Provide technical assistant support to health sector collaborative learning sessions,  reviews (district, regional and national)
  1. Support the generation or mobilization of resources for the center.  Qualifications and Experience 
  • Minimum of Bachelor’s degree in Public Health, Statistics, Epidemiology, Information  Systems, Economics, Development Studies or a related field.
  • Minimum of 3-5 years of experience in monitoring and evaluation, data management,  or knowledge management in health programs or research institutions.
  • Demonstrated experience with health information systems, data collection and  analysis, and quality assurance.
  • Familiarity with health sector data reporting standards and M&E frameworks,  particularly within academic or clinical environments.

Technical Skills: 

  • Proficiency in data analysis software (e.g., SPSS, STATA, R) and data visualization  tools (e.g., Power BI, Tableau).
  • Strong knowledge of IMS platforms, electronic health records (EHR) and related  health data management systems.
  • Excellent command of MS Office, particularly Excel, for data management and  reporting.
  • Strong understanding of qualitative and quantitative M&E methodologies and  frameworks.
