Development Aid from People to People (DAPP) Malawi is a locally registered NGO that has been operating in Malawi since 1995. Our mission is to work with the communities by promoting social and economic development through health, education training, food security and environmental programs. Our work in development is guided by social cohesion and respect for humanity, implemented through innovative and cost-effective programs. Through a variety of development models, DAPP complements the government’s effort in implementing the Malawi Growth and Development Strategy II.

DAPP Malawi is inviting suitably qualified and experienced persons to apply for the positions listed below for the USAID funded ENABEL project that aims at improving learning outcomes and the socio-emotional development of children in Africa and Malawi in particular by having a more competent, motivated and inclusive teacher workforce. The project’s specific objective will be to enhance teachers’ capabilities for improved learning outcomes and socio-emotional development of children in targeted primary schools of Dowa District, focusing on improving foundational learning.

Job Summary/ Responsibilities

Reports to the Project Leader and directly supervises the Data entry clerk. the main of the position is to provide leadership and guidance for all M&E activities for the project and implement the M&E framework using the ENABEL project guidelines.

The M&E Officer will be responsible for the Monitoring and Evaluation of the ENABEL Project including developing and implementing of the activity Monitoring, Evaluation and Learning Plan (AMEL Plan) for the project. He/she will provide inputs to the technical team to assist in developing and reaching program goals and objectives as well as developing M&E tools and strategies and provide monitoring data to strategically inform the decision on project performance and future direction of project activities. The position holder will be responsible for developing and take part in conducting regular Data Quality Assurance (DQA). Together with the project leader and the sector office the M&E Officer will be responsible for Report writing and may be delegated to represent the project at specified forums.

Key Performance Areas

  • Lead Project M&E related internal and external reporting, providing relevant strategic information for evidence-based programmatic and strategic decision-making.
  • Provide monthly reports that are fit for donor reporting
  • Oversee M and E issues in the schools of implementation
  • Support data analysis and generation of data reports which meet the reporting requirements of DAPP Malawi and ENABEL depending on project requirements (e.g. daily, weekly, monthly, quarterly, semi-annual and annual reports).
  • Mentor, provide supportive supervision and providing technical assistance in M&E at all levels of project
  • Supervise the implementation of quality assurance and control measures for data collection at all levels of the project. Conduct data audits to ensure true reports, track performance and improve documentation
  • Provide quality and timely submission of all required project data reports.
  • Be part of leading team in internal baseline assessments, mid assessments evaluations and research including conclusion and report.
  • Develop work plans, Adhere to the M&E manual, performance monitoring plans as well as data management policies and procedures
  • Produce ongoing analysis of program progress for all districts to determine if project activities, outputs and progress towards anticipated results. Cleaning, sorting, categorizing and organizing data
  • Lead and do data audits in each implementing school to ensure true reports, track performance and improve documentation.
  • Support the project teams in effective documentation, data quality assessments and use of data for decision making and in the long run contributing to institutional learning practices.

Qualifications, Experience and attributes

  • Degree in social sciences, demography and statistic, evaluation, development studies or related field.
  • Min of 3 Years experience in M&E, preference will be to those with experience in a Education sector setting.
  • Experience with development of M&E framework and direct supervision of staff in implementation of monitoring and evaluation.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding primary school going learners.
  • Competence in the use of essential IT data and analysis packages.
  • Strong diagnostic, analytical and problem-solving skills.
  • Excellent written and oral communication skills to all levels of staff.
  • Ready to revise M&E protocols and systems in order to adopt changed funding agency demands
