MANAGER – TREASURY & EXTERNAL RELATIONS, MALAWI

JCM is a fully integrated renewable energy Independent Power Producer developing and operating clean energy projects in South and Southeast Asia, and Sub-Saharan Africa. JCM’s largest shareholders are FMO. IFU, FinDev Canada, STOA, and Swedfund. These development finance institutions represent one of the largest investors groups who have collectively financed infrastructure projects across Asia and Africa.

As a collaborative team of engineers, lawyers, accountants, and financiers, we manage the risks and complexities of financing and owning infrastructure projects, all the while making a large, measurable, and sustainable impact in the world.

JCM operates over 200MW of high-quality wind and solar assets and delivered the first utility-scale grid connected solar plus energy storage project in Sub-Saharan Africa, located in Malawi. JCM intends to develop and execute a pipeline of wind, solar and energy storage projects in Asia and Africa with most recent wins of more than 300 Mu bids.

JCM is seeking to hire a Manager Treasury & External Relations, reporting to the Finance Director. The ideal candidate is a proactive, results-oriented, hands-on, and detail-oriented individual who will support the company’s strategies for growth and managing the financial and monetary aspects of JCM companies, which includes cash flow, liquidity, funding, and relationships with financial institutions, power purchaser. tax and other government authorities. Also responsible for managing JCM’s external reporting to investors, other stakeholders relating to Treasury and coordination with other finance sub-divisions. The position is responsible for entities in Malawi as well as outside Malawi in other parts of the globe. The ideal candidate will be based in Lilongwe, Malawi with possible travel to the regions with JCM development /operational projects.

JOB DESCRIPTION

The Manager – Treasury & External Relations contributes to the business through a collection of meaningful activities including:

CASHFLOW & LIQUIDITY MANAGEMENT

  • Oversee daily cash flow management, ensuring optimal liquidity for operational and strategic needs
  • Monitor and forecast short-term and long-term cash flow requirements to support business activities.
  • Coordinate with internal departments to anticipate upcoming payments and collections and adjust cash flow forecasts accordingly.
  • Plan and arrange for requisite liquidity for meeting operational requirements through collections from power purchasers, lending institutions and other modes of financing options.
  • Identify foreign currency needs and coordinate with banks, financial institutions, and the central bank to arrange foreign currency via spot and forward exchange contracts in a timely, cost-effective, and efficient manner.
  • Optimize cash management practices by ensuring efficient utilization of cash resources across multiple jurisdictions.
  • Manage and oversee the recovery of funds from ESCOM, including subsidies, grants, and regulatory incentives related to energy production.
  • Administer corporate debt facilities and ensure adherence to established treasury rules.
  • Execute exchange controls of different vendors, considering issued tax waivers and treaties.
  • Maintain and monitor disbursement authorization and associated accounting procedures.

STAKEHOLDER MANAGEMENT & REPORTING

  • Manage and support relationships with key stakeholders, including investors, banking and financial institutions, rating agencies and regulatory bodies.
  • Ensure timely and accurate external reporting to investors and compliance with all financial regulations.
  • Collaborate with cross-functional teams to provide insights and support financial decision-making.
  • Administer compliance with mandatory requirements and prevailing laws pertaining to treasury activities.
  • Oversee relationship with lenders and insurers, including MIGA.
  • Support in the preparation of board decks and other internal reports to the board of directors, lending syndicate, and insurers.
  • Works closely with corporate office to improve current processes, systems, and controls for cash flow management.

RELATIONSHIP BUILDING & BANKING OPERATIONS

  • Develop and maintain strong working relationships with all domestic and global banking and financial institutions and service providers.
  • Support / lead, as applicable the negotiation of financing terms, rates, and credit facilities to optimize cost of capital.
  • Coordinate to manage banking operations, debt, and investment activities.
  • Responsible for building relationships with power purchasers Treasury for arrangement /release of due /requisite funds.

TREASURY & RISK MANAGEMENT

  • Develop and implement treasury strategies to mitigate risks related to foreign exchange, interest rates, and liquidity.
  • Manage the execution of hedging strategies and oversee foreign exchange exposure.
  • Ensure proper internal controls are in place to safeguard financial resources and ensure compliance.
  • To ensure minimization of operational and market risk by adhering to internal guidelines and external regulatory framework.
  • Manage the planning and execution of investment and borrowing strategies.
  • Oversee corporate debt facilities and ensure adherence to established treasury rule

FINANCIAL PLANNING & REPORTING

  • Assist in preparing financial models for project and operational forecasting.
  • Manage internal financial reporting and ensure that all financial records are accurate and up to date relating to Treasury.

TEAM LEADERSHIP & DEVELOPMENT

  • Oversee and guide the treasury and accounting personnel to ensure optimal performance.
  • Mentor and develop team members to build a high-performing financial management team.
  • Foster a collaborative working environment across departments and global entities.

QUALIFICATIONS & SKILLS REQUIREMENTS

  • Bachelor’s degree in accounting, business, management or finance plus MBA or advanced degree in business, finance or management required (CA or ACCA with exceptional understanding and experience in treasury can also apply)
  • 7-8 yrs of experience in finance and treasury operations (minimum 5 years experience in treasury of a reputable organisation (preferably Banking/Finance Institutions locally or abroad) with a track record of catering to increased responsibilities.
  • Strong understanding of Treasury function in the industry, financial instruments, regulatory, economic and market environment / trends, credit facilities and treasury best practices.
  • Highly skillful at strategic analysis, planning and execution to manage treasury function within risk parameters.
  • Ability to conduct research relating to regulatory framework, available instruments, risks associated in Malawi and other African jurisdictions where JCM development projects reside.
  • Strong financial modelling skills.
  • Exposure to deal with foreign stakeholders.
  • An established influencer and team player with excellent communication skills.
  • Proven ability to deliver on commitments with high quality results in a timely manner.
  • Ability to work under pressure in a fast-paced, agile team environment, managing multiple deadlines and internal/external stakeholder expectations.
