The Baylor College of Medicine Children’s Foundation – Malawi (BCMCF-M) is a not-for-profit organization working in partnership with the Malawi Government in the health sector. Our mission is to improve the health and lives of children with HIV, cancer and blood disorders through high quality, high impact, ethical, state of the art comprehensive care and treatment, training of health professionals and clinical research. We are situated within the Kamuzu Central Hospital premises, opposite Kamuzu College of Nursing.
Bristol Myers Squibb Foundation has awarded Baylor College of Medicine Global Health a generous grant of $2.25 million to launch the Comprehensive Cervical Cancer Pilot Initiative in Malawi. This initiative, which will be implemented at Area 25 Community Hospital , aims to tackle cervical cancer, the leading cause of cancer-related deaths among women in Malawi. BCMCF-M invites applications from suitably qualified individuals to fill the following position of:
Position: M & E Officer
Reports to: Medical Director
Location: Area 25 Health Centre
Job Summary
With support from the Foundation’s Monitoring, Evaluation and Research (MER), The M&E Officer will assist in the implementation of the Monitoring and Evaluation System for Baylor College of Medicine Children’s Foundation-Malawi (BCMCF-M) at area 25 Community Hospital. The M&E Officer will support the Program Director in data management, analysis and packaging of program reports and evaluation for wider dissemination
Duties and Responsibilities
- Data Collection and Organization: Collects and organizes data from clinical, research, and educational initiatives of the Baylor Malawi Maternal Health Program (BMMHP) and monthly reports from senior staff.
- Reporting and Meetings: Develops monthly, quarterly, and annual reports for BMMHP leadership and conducts weekly meetings with management to discuss program progress and reporting needs.
- Monitoring and Evaluation: Collaborates with the Monitoring and Evaluation (M&E) team to organize data collection activities, develop measurement tools, and implement the BCMCF-M M&E System.
- Data Analysis: Analyzes quantitative and qualitative data for reporting and program improvement, and contributes to the annual review of the Strategic Plan and Implementation Strategy.
- Research Support: Assists in research and evaluation activities, including logistics for data collection and analysis, and prepares M&E results for stakeholders.
- Instrument Development: Drafts data collection instruments (surveys, interview protocols) for special studies and online distribution.
- Reporting and Communication: Compiles and consolidates M&E reports, prepares thematic stories for circulation, and ensures quality assurance through monthly data sampling.
- Meeting Preparation: Assists in organizing M&E meetings and following up on action items.
- Supervision: Supervises other M&E personnel and data clerks, conducting performance evaluations as needed.
Qualifications and Experience
- Relevant Degree in Computer Science, Statistics, Social Science, or any related field.
- Minimum of 3 years’ work experience in the field of monitoring and evaluation or social research preferably in the NGO sector.
- Knowledge of evaluation concepts and procedures
- Ability to use Microsoft Office software including Excel and other Statistical Packages.
- Strong knowledge of data visualization tools and graphics software is advantageous.
- Ability to interpret project information and to identify and analyze problems with implementation.
- Strong analytical and research skills
- Ability to work under pressure and balance several competing tasks at once.
- Demonstrated understanding of data management
- Demonstrated people and managerial skills with a flexible and collaborative personal style
- Be prepared to provide off-site and after-hours support
- Competency in Data management including database management, Excel and all Microsoft Office applications
- Flexible attitude, independent worker, strong work ethic
