CARE Malawi has secured funding from the United States Department of Agriculture (USDA) for the McGovern-Dole International Food for Education and Child Nutrition Program, locally titled ‘Tiwoloka’. The funding runs from October 1, 2024, to September 30, 2029. CARE Malawi will implement the project in partnership with the Forum for African Women Educationists in Malawi (FAWEMA) and Water Aid.

Therefore, CARE Malawi seeks to recruit professionally qualified person to fill the following vacant position within its USDA funded McGovern dole Food for Education program i.e., Tiwoloka Project in Malawi:

LIVELIHOODS MANAGER

Position Description –

The Livelihoods Manager will be responsible for providing sector-specific guidance, oversight, and leadership to drive the achievement of desired results. The position provides Livelihood sector -specific guidance, oversight, and leadership to drive achievement of desired results. The role encompasses a comprehensive set of responsibilities to drive implementation of activities in the specific technical area which includes livelihoods technical activities, targets and results tracking and assurance to measure and validate achievement of intended impacts.

Specific duties and responsibilities include the following:

  1. Develops an activity plan and Individual Operating Plan (IOP) for livelihoods activities in line with project Workplan and submits to Chief od Party for approval.
  2. Recommends and provides technical input during the preparation of procurement plans ensuring consistency with the approved work plan.
  3. Facilitates training of staff workers and farmers, facilitators and sets up Farmer Field Business School (FFBS) plots to promote innovations and home-grown foods.
  4. Provides technical backstopping on livelihoods/Farmer Filed Business School (FFBS)
  5. Collaborates with stakeholders, such as Government Departments, other NGOs, and the private sector in the livelihood spaces.
  6. Inputs into the development of monitoring and evaluation tools and promotes community-based monitoring and reporting systems.
  7. Monitors performance, adoption and uptake of technologies and innovations by the participants.
  8. Develops and maintain detailed budgets for sector activities, ensuring alignment with project goals.
  9. Prepare budget forecast to support decision-making and resource allocation.
  10. Oversees recruitment, onboarding, and professional development of staff within the sector.
  11. Conduct regular performance appraisals and provide constructive feedback to staff.
  12. Manage staff workload and assignments to ensure efficient and effective project delivery.
  13. Ensure compliance with donor and organizational financial policies and procedures.
  14. Collaborate with finance teams to optimize budget utilization and prevent overspending/underspending.

Required education and experience:

  • Bachelor’s degree in agriculture, Nutrition, Food Sciences, Natural Resources Managements, Disaster.
  • Certification in Project Management (PMP), Monitoring and Evaluation.
  • Minimum 4 – 5 years of relevant work experience, preferably in an International Non-Government Organization (INGO). Prior practical experience in the school feeding program is a big plus.
  • Proven understanding of working with an International Non-Government Organization (INGO) and a willingness to learn about CARE, gender equality and women’s empowerment activities.
  • Demonstrated experience developing and ensuring quality control for technically rigorous, food, and nutrition security integration and collaboration, particularly for sub-grantees and implementation awards.
  • Experience in addressing constraints and limitations and building capacity in systems supporting food and nutrition security and off/non and on farm agriculture, in particular: government systems.
