PERI-URBAN LAND GOVERNANCE PILOT PROJECT – LAND GOVERNANCE EXPERT
1. Project Background
The Peri-Urban Land Governance project, funded by the United States Agency for International Development (USAID), aims to enhance land rights in peri-urban Malawi. The project is implemented by mHub with the Centre for Community Empowerment and Sustainable Development (CCESD) and the Creative Centre for Community Mobilization (CRECCOM). The project is implemented in two phases; Phase One is centred on conducting rigorous research to establish a baseline understanding of the local land governance system and identify key leverage points and actors for the most effective interventions. Research results and recommendations from phase one will establish interventions to be implemented in phase two to support Malawi’s land management efforts, promote sustainable economic development, and improve land rights of citizens in peri-urban Malawi.
2. Position Overview
The Land Governance Specialist will manage technical input and provide guidance on land governance, land rights, and peri-urban planning, ensuring the effective execution of project activities. He/She will support the development of project implementation plans, monitoring, and reporting. The position is based in the Centre for Community Empowerment and Sustainable Development (CCESD) and reports to the Project Manager based in mHub.
Key Responsibilities
- Project Planning and Development: Coordinate the development of project implementation plans, ensuring they align with the project’s objectives and adapt to emerging needs. Monitor and manage project risks, ensuring minimal impact on project objectives
- Technical Guidance and Oversight: Provide expert technical guidance on land governance, land rights, and peri-urban planning, ensuring successful implementation of project activities.
- Stakeholder Engagement and Capacity Building: Coordinate engagement and capacity strengthening of key stakeholders of the project.
- Knowledge Sharing and Sensitization: Coordinate the development and dissemination of training materials, guidelines, and best practices on land governance issues. Lead sensitization efforts to improve public and stakeholder understanding of land governance processes.
- Project Monitoring and Reporting: Support monitoring and tracking of project progress and contributing to regular project reporting.
3. Qualifications
- A Bachelor’s Degree Land Administration/Management/Real Estate
- At least 5 years of relevant and proven experience in land governance, land administration, local development planning, and decentralisation.
- Demonstrated experience working with national and local governments, civil society organisations and decentralised structures and committees.
- Knowledge on land laws, land tenure and tools, land rights, good practices and innovations is desirable
- Strong organisational skills and attention to detail with an ability to work well under pressure;
- Proficiency with MS Office software
- Excellent English writing, speaking, and reading skills.
