VACANCY: HUMAN RESOURCE AND ADMINISTRATION MANAGER

Introduction and Background

The Malawi Energy Regulatory Authority (MERA) was established under the Energy Regulation Act No 20 of 2004 with the mandate to regulate the energy sector in Malawi in a fair, transparent, efficient and cost-effective manner for the benefit of consumers and operators.

An opportunity has arisen to engage qualified persons of Malawian origin to fill the position of Human Resource and Administration Manager tenable at MERA Head Office in Lilongwe. Management therefore invites applications from suitably qualified candidates to fill the position on permanent basis.

The following are the required academic and professional qualifications, personnel, and work-related traits for the position:

Grade: M3
Reporting to: CEO
Responsible for : Human Resource Officer and Administration Officer.

Purpose of the Job

To provide policy guidance in human resource and administrative issues for the effective and efficient delivery of services.

Key Duties

  1. Developing and monitoring implementation of Divisional plans, programmes, projects and budgets based on priorities within resources allocated.
  2. Formulating, reviewing and interpreting human resource and administrative policies, procedures, standards, regulations, terms and conditions of service.
  3. Planning, coordinating, monitoring and evaluating staff development programmes including staff induction and orientation.
  4. Coordinating the management and implementation of cross cutting issues such as HIV and AIDS, social responsibilities, gender mainstreaming and environment climate change awareness at workplace.
  5. Overseeing the development, implementation and maintenance of inventory, property and fleet management systems.
  6. Drafting, in liaison with Legal Directorate, contracts for employees and service providers and managing them.
  7. Monitoring and analysing impact of developments in employment laws and standard practices on MERA’s existing terms, conditions and practices, and recommending for amendments where necessary.
  8. Maintaining Human Resource Management Information System and database.
  9. Designing and implementing performance management system and facilitating periodic performance appraisals.
  10. Allocating and appraising staff.

Minimum Education Qualification and Experience

The ideal candidate for the position must:

  1. Have a Master’s degree in Human Resource Management, Business Administration, Public Administration or any relevant post graduate degree at Masters’ level from a recognized and reputable institution of higher learning
  2. Have a Bachelor’s Degree in Human Resource Management, Business Administration or Public Administration from a recognised and reputable institution of higher learning.
  3. Have at least seven (7) years’ relevant work experience at middle management level in a busy and reputable Institution.
  4. Demonstrate knowledge of the energy sector.
  5. Membership with relevant professional body will be an added advantage.

The ideal candidate for the position must:

  1. Be a team player with high level of integrity.
  2. Excellent communication and leadership skills.
  3. Be results oriented and be able to work under pressure and during odd hours.
  4. Be decisive, self-motivated and assertive.
  5. Be conversant with Microsoft packages.
