CARE Malawi has secured funding from the United States Department of Agriculture (USDA) for the McGovern-Dole International Food for Education and Child Nutrition Program, locally titled ‘Tiwoloka’. The funding runs from October 1, 2024, to September 30, 2029. CARE Malawi will implement the project in partnership with the Forum for African Women Educationists in Malawi (FAWEMA) and Water Aid.

Therefore, CARE Malawi seeks to recruit well qualified persons to fill the following vacant positions within its USDA funded McGovern dole Food for Education program i.e. Tiwoloka Project in Malawi:

FLEET & ADMINISTRATION OFFICER

Position Description

The Fleet & Administration Officer will support the effective operations of the Tiwoloka Project Operation team and related program activities by overseeing logistics activities for all six implementation districts, in accordance with CARE Logistics policies and procedures and relevant donor requirements.

Specific duties and responsibilities include the following:

  • Oversee the maintenance of records keeping and procedures for assets issued to CARE Tiwoloka project personnel and its implementing partners.
  • Ensure that all asset management procedures in central and district offices are effectively followed in compliance with the CARE logistics Manual and relevant donor requirements.
  • Oversee the management of the CARE Tiwoloka Project Fixed Assets Register (FAR) to ensure accurate and current location of all and any assets in Malawi.
  • Oversee the management of all Tiwoloka project transport fleet and locally hired vehicles and supervise PMU Head driver and drivers in their daily duties.
  • Ensure that Vehicle Logbooks (VLB) are completed accurately for each vehicle on a daily basis and checked monthly.
  • Monitor vehicles, motorcycles and generator fuel consumption.
  • Ensure that adequate vehicle hire contracts are in place to effectively meet the needs of programme activities.
  • Monitor performance of vehicles and hired drivers and ensure comments are incorporated on the Vendor Roster.
  • In cooperation with the CO operation team, ensure the PMU office is safe and secure for staff and assets.
  • Monitor contracts and prepare requests for lease renewals in advance for all expatriates under Tiwoloka project.
  • Ensure that maintenance and repair to premises is kept up and performed appropriately when required.
  • Manage annual leave of logistics staff and ensure that there are sufficient Logistics staff on duty at any given time to avoid interruption to the operations of Tiwoloka Logistics Department.
  • Liaise with supervisor and People & Culture Head in discipline procedures for logistics staff in accordance with CARE HR policy.

Required education and experience:

  • Advanced Diploma in Business Administration, Procurement, Accounting & supplemented by training in procurement/ Logistics.
  • 4 years of relevant working experience in procurement, logistics, office/business administration on a USDA funded project or INGO.
  • Proven understanding of working with an International Non-Government Organization (INGO).
  • Excellent written and verbal skills in both local language and English and good numerical skills.
  • Demonstrated knowledge of and experience in software package including Ms Offices.
