BACKGROUND

The National Youth Council of Malawi is a statutory corporation established by an Act of Parliament-The National Youth Council of Malawi Act (Act No 22 of 1996). Its functions include developing, promoting, and controlling youth activities, registering youth organizations, organizing scholarships, establishing cooperation guidelines, and promoting training courses. The Council’s vision is to build a Malawi where young people can develop their full potential and contribute to sustainable development. It is an implementing arm of the Ministry of Youth, comprising the General Assembly, Board of Directors, Secretariat, and affiliates (registered youth organizations). The Council works collaboratively with youth organizations, government agencies, civil society, and other stakeholders to empower young people and advocate for policies that promote their development and participation in national decision-making processes.

Job Description

The Council is therefore, seeking a dynamic and passionate Finance Manager to join our team. The Finance Manager will be responsible for leading the Finance team and supporting NYCOM affiliates on various financial management and capacity building matters.

Duties and Responsibilities

MAJOR DUTIES AND RESPONSIBILITIES

Lead in preparation of Financial Statements, Activity report and forecast

Lead in the formulation and implementation of financial controls, management systems, rules, policies, regulations and accounting strategies to ensure that financial services contribute effectively and efficiently to the goals of the Council

Prepare internal financial reports and statements including monthly financial management accounts, and annual final accounts.

Prepare audit schedules and ensure annual audits are completed within 60 days after engagement letter is signed.

Manage the preparation of the Councils Annual Budget processes

Prepare monthly cashflow projections to DOFA

Supervision of Finance Officers and provides the necessary mentoring support within the Finance department

Lead in the management and control of day-to-day operations of the finance department.

Liaise with the Finance officer on monthly basis to ensure approved updates to payroll information are processed in good time

Ensure monthly bank reconciliation is carried out

Maintain fixed assets register updated and reconciled to trial balance at all times

Review payroll

Manage taxes, Tevet and PPDA levies

Prepare and submit monthly revenue returns to Treasury

Prepare Performance Based Budgets and Performance Management Plans and Budgets every financial year

Train affiliates on Financial management and governance

Ability to work with the Youth and ability to train others

REQUIRED QUALIFICATIONS AND EXPERIENCE

Bachelor’s Degree in Accountancy from an accredited university

Those with a Master’s degree in finance/accounting will have an added advantage

Must be a Chartered Accountant (ACCA, CIMA or ICAM)

Proficient user of accounting software such as Sage

Proficient user of Microsoft excel

3 years’ experience in accounting at Accountant level or above

Professional qualifications such as ACCA, CIMA, CA (Malawi).

Must be a registered member of Institute of Certified Accountants in Malawi (ICAM)
