The Lilongwe Institute of Orthopaedics and Neurosurgery (LION) is a semi-autonomous not-for-profit institution managed by the LION Trust. LION functions as the department of Orthopaedics and Neurosurgery at Kamuzu Central Hospital, and provides quality, essential services to the general public for free.
LION also has a private wing and offers a comprehensive range of orthopaedic, neurosurgical and rehabilitation services to paying patients. The Ministry of Health employs most of the staff and provides LION with a budget for basic running costs and drugs.
LION is a fully integrated hospital with 72 beds (expanding to 176 beds) with all support facilities. The Institute was established with an efficient and effective management system gearing at sustainable financing, HR development, retention of skilled staff, maintenance, data collection, research, and service delivery to the private and public sector, with all principles of good governance and ensuring equitable access to care.
LION is looking for to fill the position of Finance Director in our executive management team with a hardworking person of high professional and ethical standards.

Job summary
This position plays a key role in the organization’s strategic financial decision-making and fiduciary responsibility. The Finance, director manages all aspects of financial risk; develops and implements financial systems; ensures compliance with regulatory and funder requirements; and leads an effective financial management infrastructure to ensure alignment between financial goals and strategic priorities and the sustained financial health of the organization. He/she is responsible for Implementing financial and procurement policies, managing information systems, alongside establishing effective controls and communication channels and realistic plans to inform management on all aspects of the Hospital Finances and systems. The finance department team at LION is lean and the applicant must also be willing to work hands on with daily practical financial operations tasks with the rest of the finance team.
Duties/ responsibilities
- Assesses and evaluates financial performance of organization with respect to organizational goals, budgets and forecasts, and provide analysis to senior management and Board of Trustees on a regular basis
Creates yearly financial objectives that align with organization’s strategies and current and projected grant/donations. - Develops annual organizational budget, monitor and make recommendations for adjustments throughout the year
- Establishes donor-advised funds, manages the endowment and maintain good relationships with government and other stakeholders.
- Reports to and works with the CEO and Board of Trustees
- Manages overall financial operations to ensure accuracy in financial reporting and compliance with regulatory and funder requirements
- Coordinates, supervises, evaluates, and ensures efficiency in the responsibilities, activities, and operations of the Finance Department.
- Supervises and evaluates department personnel, also ensuring that sufficient training and development opportunities are provided
- Develops, implements, and administers purchasing policies and procedures, ensuring financial oversight of all organisation spending and appropriate accounting principles.
- Works with software provider and the IT administrator to ensure Hospital Management software systems are up to date, in line with legislative reporting requirements and provides suggestions to other departments of how to work effectively
- Cash flow management ensuring that the organisation has enough cash to meet its obligations and fund its growth.
- Hand on experience in procurement, payment and payroll processing and inventory management.
- Recommends methods and strategies for cost containment
- Conducts investment appraisal for new projects
- Oversees tax functions and ensure compliance with MRA regulations
- Coordinates audits with independent auditors and regulatory agencies
Education and Experience
- A University Degree in finance, or Accounting, or Economics, or Business Management
- Chartered Accountant e.g. ACCA, CIMA, or its equivalent
- Master’s degree or MBA
- Must be a member of ICAM
- Over 3 years relevant experience as senior manager in corporate/Civil service / NGO environment
- Private business skills and experience, in addition to relevant experience from the civil service, is an added advantage.
- Fluency in English and an effective communicator, both written and oral Strong problem-solving and critical-thinking skills and ability to foster teamwork

- Production timely monthly management accounts and reports
- Preparation of financial statements within time frame agreed with external auditors , Preparation dod the mission on periodic reports to the management for decision making within set deadlines for such reports
- Timely budget and forecast reviews
- Management of keys stakeholders including government departments
- Multi-task and makes key decisions regarding day-to-day administrative
Issues. - Preparation of periodic budgets of the companys revenues and expenditure for Boards approval by November of each year.
