Finance and Subaward Manager

Reporting to the Senior Financial Advisor, the Finance and Subaward Manager will be required to lead on financial reporting and audits, maintain sound PSI accounting systems and compliance with global finance policies and procedures, enforce the internal control systems within the organization, collaborate with the Sr. Subaward Manager – Program and HQ Subaward management team to lead the subaward management process and ensure that SRs meet donor and local governmental requirements and PSI SOPs for SR Management. Specifically, he or she will be required to perform the following duties and responsibilities.

  • Maintain an efficient payment system for the PSI branch and ensure payments are properly supported, accurate and timely. Perform financial review of purchase requests, purchase orders, payment requests, payments and receipts to ensure compliance to various donor and governmental requirements.
  • Process monthly journals for payroll, common costs and other transactions and ensure they are properly and accurately posted in the accounting system.
  • Produce monthly financial reports for the PSI branch, following PSI reporting standards and ensure proper month end procedures are followed.
  • Facilitate internal and external audits for the branch office and support PSI HQ audits by submitting samples and explanations as required by external auditors.
  • Support the enforcement of internal control systems within the organization with aim to protect company resources. Provide trainings and guidance to staff on PSI policies and procedures to ensure they are followed at all times.
  • Timely preparation and processing of taxes, including PAYE Tax, Withholding Tax, Fringe Benefit Tax, and levies for the branch office to ensure compliance.
  • Review cash position of the Branch office and initiate Operating Advance Request process to ensure the office has adequate cash at all times.
  • Support the finance officers to compile and submit VAT report on monthly basis for submission to MRA and donors as needed and follow up with MRA on the refund.
  • Liaise with the Senior Sub-award Manager – Program to conduct pre-award assessment and pre-award survey (due diligence), selection and negotiation memo for subawardees to ensure that SRs have relevant internal controls that would enable them to handle donor funds.
  • Reviews sub-recipients’ proposals, budgets, and budget notes for compliance with PSI and Government policies, and donor specific requirements with emphasis on the financial aspect. Liaise with Senior Subaward Manager – Program to ensure the budgets align with programmatic deliverables and match the allocated SR budget envelope.
  • Participate in the development and negotiation of sub-agreements, pre-award letters of authorization as well as amendments to these sub-agreements in accordance with PSI policy. Ensure that sub-agreements are reviewed and approved by Management.
  • Perform subaward financial reviews, collect and file essential sub-award documentation, review transactions and supporting documents using PSI standard tools to ensure accuracy, completeness, and quality. Validate spending aligns with sub awardee budgets and programmatic deliverables and prepare financial review checklists, management letters and submit the reports for management approvals.
  • Conduct regular site visits to SR offices and to the field to review financial documents and assess how the SRs are performing and complying with all required policies. Track and update the sub recipients monitoring plans.
  • Liaise with PSI HQ Subaward management team to complete subaward expense liquidation and payments, maintain an updated filing and documentation of sub awards lifecycle.
  • Provide financial oversight over subawards and track sub-awardee performance across all compliance areas. Evaluate SR financial management capabilities and provide trainings to address the identified capacity gaps.
  • Provide strategic guidance to the Finance and Subaward department, prepare and monitor Finance and Subaward department annual costed work plans.
  • Conduct performance evaluations, develop the capacity of the supervisees and facilitate their professional growth.

Qualification, Knowledge, Ability and Skills

  • Applicants must have a degree in Accountancy or Financial Management with 3 years post qualification experience in donor funded projects. Plus, a professional qualification either ACCA or CIMA with 2 years post work qualification experience in donor funded projects.
  • Must have experience in financial management for public health sector, NGOs, and private sector.
  • Must have background in donor grants
  • Must have good understanding of different donor requirements and
  • Must have excellent oral, written and interpersonal communication
  • Must be an effective team player and results oriented
  • Must experience in handling internal and external
