Background: Baylor College of Medicine Children’s Foundation – Malawi (BCMCF-M) is a non-profit organization working in partnership with the Government of Malawi to enhance the health sector. Our mission is to provide high-quality, high-impact, and ethical paediatric and family-cantered health care, professional health training, and clinical research. We focus on combating HIV/AIDS, tuberculosis, malaria, malnutrition, and other conditions affecting children and families globally.
Since 2008, BCMCF-M’s Baylor-Tingathe program has been addressing gaps in the uptake of PMTCT and paediatric HIV services across Malawi. Over the last 15 years, the program has expanded to support the entire cascade of HIV care and treatment services. Currently funded by USAID, the CORE programming seeks to help Malawi achieve epidemic control by offering client-cantered HIV care, operating in 6 districts.
BCMCF-M is seeking a qualified Infrastructure Consultant to support the infrastructure needs of its Tingathe program catchment sites in Mangochi, Monkey Bay, Phalombe, Machinga, Balaka, Salima, and Lilongwe.
Purpose: The Infrastructure Consultant will work closely with Baylor Foundation Malawi to plan, execute, and oversee infrastructure activities under the Tingathe program. The consultant will ensure the successful delivery of infrastructure-related tasks in line with USAID and local standards.
Key Responsibilities:
- Develop Environmental Mitigation and Monitoring Plans (EMMP) and an Integrated Waste Management Plan (IWMP) to mitigate potential environmental impacts in line with USAID regulations and local standards.
- Incorporate feedback into the submitted Bill of Quantities (BOQs) and drawings, revising and resubmitting them to USAID.
- Prepare Request for Quotations (RFQs) for infrastructure procurement, ensuring compliance with USAID procurement policies.
- Draft contract documents for signature after contractor selection, ensuring clear definition of contractual terms.
- Facilitate the site handover process for contractors, ensuring proper documentation, permits, and instructions.
- Supervise and oversee infrastructure projects, ensuring compliance with specifications, addressing any arising issues promptly.
- Ensure smooth handover of completed sites from contractors, verifying fulfillment of contractual obligations and quality standards.
- Prepare completion certificates and gather necessary approvals for project finalization.
- Compile project completion reports and environmental compliance reports, highlighting outcomes, lessons learned, and adherence to environmental measures.
- Organize and verify documentation for contractor payments, ensuring compliance with financial regulations.
- Re-assess completed projects post-defects period, identifying repairs and processing final payments in collaboration with finance.
- Collaborate with monitoring and evaluation teams to provide infrastructure-related data for project assessment.
- Offer technical guidance to project staff, contractors, and stakeholders, fostering knowledge transfer and capacity building.
Contract Duration: The consultancy is for one year, with the possibility of extension based on performance and project needs.
Qualifications:
- Bachelor’s degree in civil engineering, construction management, architecture, or a related field.
- Master’s degree in Project Management, Engineering, or Infrastructure Management is an advantage.
- Minimum of 5 years’ experience in infrastructure management.
- Familiarity with USAID guidelines and the ability to work under tight deadlines.
- Registered with relevant professional bodies.
- Strong oral and written communication skills.
