COUNTRY PROGRAM QUALITY & MEAL MANAGER

Position Description

The Country Program Quality & MEAL Manager will be central to CARE Malawi’s evolving growth ambitions, anchored on evidence generation, good quality and high integrity data management, well managed learning agenda, and compelling system of feedback and accountability. This role will ensure that CARE Malawi mission metrics are consistently up-to-date, collaborative learning and adaptation (CLA) is a functional exercise and sequencing, layering and integration is adopted across interventions.

Specific duties and responsibilities include the following:

  • Ensure the integration of CARE’s Program Quality (PQ) markers across all projects and initiatives.
  • Support the design, implementation, and monitoring of high-quality programs aligned with CARE’s humanitarian mandate.
  • Lead the implementation and management of knowledge management systems, including SharePoint, to capture, store, and share critical program information.
  • Facilitate the documentation and dissemination of best practices, lessons learned, and success stories across the country office and broader CARE network.
  • Work closely with the Global Technical Advisors for MEAL to ensure high-quality monitoring and evaluation of emergency response activities.
  • Design and implement MEAL systems that track performance, measure impact, and support evidence-based decision-making.
  • Provide on-the-job training and coaching to MEAL officers and other relevant staff,
    focusing on indicator frameworks, data collection
    methods, and the use of disaggregated data
  • Identify strengths and weaknesses in existing data collection and management systems, providing tailored capacity-building support to address gaps.
  • Mentor and support staff in the use of CARE’s PQ markers, MEAL systems, and knowledge management platforms.
  • Support the country office in responding to CARE’s annual Project and Program Information and Impact Reporting System (PIIRS) process.

Required education and experience:

  • Master’s Degree in Statistics, Economics, Social Sciences, MBLE, or related field.
  • At least 5 years of management experience in program monitoring and evaluation, or knowledge management within a development or humanitarian context.
  • Proven skills in research design, quantitative and qualitative methods and analysis, data collection tool design, complex sampling approaches, and statistical analysis skills.
  • Strong understanding of CARE’s Program Quality and MEAL in a gender-focused programming.
  • Proven experience in managing knowledge management systems, particularly SharePoint.
  • Excellent communication, training, and mentoring skills.
  • Strong written and visual communication skills with the ability to write clear and effective assessment and project reports in English.
