EGPAF has worked in Malawi since 2001. Today, EGPAF Malawi implements evidence-based HIV prevention, care and treatment interventions in 177 health facilities in nine districts through EGPAF’s U.S. President’s Emergency Plan for AIDS Relief/U.S. Centers for Disease Control and Prevention (PEPFAR/CDC) – funded Achieving HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment in Malawi.

Job Description

How will you fight for an AIDS-free generation?

EGPAF is seeking an innovative, highly skilled and experienced Central Data Repository/Data Lake Manager with a passion for big data management to join our team. The CDR Manager (CDR-M) is responsible for optimizing, modernizing and maintaining a highly scalable and secure CDR. S/he will oversee the integration of various data sources, perform data quality checks, and ensure the integrity and consistency of the CDR/data lake. The incumbent will manage a team of database administrator, database manager and data scientist to ensure the highest quality and integrity of the CDR data. He/she should have a deep understanding of data lake architecture, analytical databases, data warehousing, and ETL processes as well as strong leadership, project management skills and have excellent communication, as he/she will be working closely with cross-functional teams to ensure the CDR various stakeholders data needs. Furthermore, the CDR-M will be responsible for ensuring the data lake is organized, secure, and accessible to all necessary users and stakeholders such as MoH, PEPFAR, Data Use Partner and clinical implementation partners. S/he will also collaborate with Data Use partner and various teams to develop CDR strategies and ensure data quality and maintain data integrity. The CDR-M must possess a strong analytical mindset and the ability to drive continuous improvement and innovation in our CDR environment by working with our dynamic and growing team as we utilize cutting-edge technology to unlock the full potential of the CDR data. The CDR-M should  have a deep understanding of data lake architecture, data storage, and data governance principles. S/he will be responsible for continuously identifying and implementing improvements to optimize data retrieval and analysis.

No two days are alike at EGPAF, but what can you expect in this role?

Technical Leadership

  • Develop and manage a team of data engineering and architecture experts to develop and continuously improve our existing data landscape to drive better data driven decisions within the business.
  • This role will also act as the data engineering lead, personally design, and develop the data pipelines, data marts, analytical database, operational data stores, warehouses and other required BI applications for driving the efficient flow of information across the data use ecosystem.
  • Lead architecture, IT and analytic teams to own and implement an end-to-end data strategy from data ingest from various sources to output into business tools that addresses the needs of data users.
  • Define the required infrastructure and resourcing demands to put in place a modern data landscape and successfully implement the data strategy.
  • Work closely with delivery lead to ensure project work is scoped, resourced and delivered on time and budget.
  • Build on existing data governance framework to ensure significant business ownership over data assets and decision-making.
  • Accountable for all reporting and BI tools including statistical and regulatory reporting.
  • Develop and lead the implementation of an automated reporting strategy and process.
  • Design and maintain data assurance and validation process to maximize the accuracy and usefulness of the information used within the business.
  • Maintain a close working relationship with other group data teams within DHA to understand existing data tools and resources available for use within MoH.

Stakeholder Relationships:

  • The Implementation Team Lead will be responsible for ensuring collaborative relationships and regular communications with the multiple stakeholders of the project especially with the DHA, PEPFAR, Data user partner and clinical implementing Partners on regular progress of the HIS Implementation for HIV reporting.

Budget and Compliance:

  • The Team Lead will be responsible for managing the budget components and associated reporting in compliance with EGPAF and donor policies.

Project Management

  • Ensure work plans, budgets and institutional capacities are aligned and managed to deliver scope on time with high quality in compliance with Ministry, Donor and EGPAF policies

Data Use for Decision Making

  • Ensure the systems generate data in accessible formats to inform program and service delivery for clinics, district leadership, MOH, PEPFAR and Care and Treatment Partners. Oversees a Data Analytics Team seconded to the Ministry.

Qualifications

To be successful, you will need to have:

  • Minimum of Bachelor’s Degree in Computer Science, Health information systems and Health informatics or Master degree in related fields preferred
  • Experience leading and managing a complex and integrated project
  • 5+ years of experience in the strategy and build of data and analytics solutions
  • 5+ years of experience in leading data strategy engagements involving the architecture of modern data platforms with technologies such as Big Data and Cloud
  • 5+ years of project management, including developing and managing a technical team, project plan, and budget

Additional Information

Bonus Points if you Have:

  • Experience leading a team of data engineers, architects and analysts.
  • Strong data engineering background and expert level experience in data modelling, data intake and data curation procedures as well as outstanding SQL skills, incl. advanced concepts such as distributed and spatial queries.
  • Experienced in performing business roles (e.g. Business Analysis, Project Management, Leadership) in the development of:
    • Data Management solutions with capabilities, such as Data Ingestion, Data Curation, Metadata and Catalog, Data Security, Data Modeling, Data Wrangling
    • Data Warehousing / BI / Reporting solutions that generate business value using platforms and technologies such as Hadoop, Teradata, Netezza, Greenplum, MapReduce, Spark, etc.
    • Data Science, AI / ML, Advanced Analytic solutions that meet business problems
  • Capability-level understanding of modern data ingestion/curation/wrangling tools/technologies such as Informatica suite (BDM, EDC, BDQ, PowerExchange, PowerCenter, etc.), Talend suite, Alteryx, Streamsets, Attunity, BI tools such as Tableau / Qlikview
  • Strong ability to translate concepts around data lifecycle management solutions including Data Lake, Data Warehouse, Data Marts, ODS, ELT and ETL, Stream/real-time/Batch processing, CDC, etc. to various audiences, both technical and non-technical
  • Hands on experience in SQL, Python, Hadoop, C# and other web development application
  • Proven experience in software development and code promotion procedures.
  • Experience developing data driven rating applications for informed underwriting.
  • Knowledgeable with agile development methodologies and tools (i.e. Jira, AzureDevOps)
  • Data governance design and implementation experience a plus.
  • Knowledge of continuous integration and DevOps a plus.
  • Technical savviness and a willingness to experiment with and learn new technologies
  • Strong communication skills with an ability to explain complex details and methodologies to both technical and non-technical audiences
  • Ability to introduce and drive innovative ideas and processes within established environments
  • Experience in establishing and sustaining working relationships with Ministries
  • Experience with health management teams, and working knowledge of HIV / ART
  • Excellent strategic planning and analytical skills
  • Dedicated visionary and strategic leader with ability and experience to work in a multidisciplinary, multi-cultural team
