CARE Malawi has secured funding from the United States Department of Agriculture (USDA) for the McGovern-Dole International Food for Education and Child Nutrition Program, locally titled ‘Tiwoloka’. The funding runs from October 1, 2024, to September 30, 2029. CARE Malawi will implement the project in partnership with the Forum for African Women Educationists in
Malawi (FAWEMA) and Water Aid.
Therefore, CARE Malawi seeks to recruit well qualified persons to fill the following vacant positions within its USDA funded McGovern dole Food for Education program i.e. Tiwoloka Project in Malawi:
AWARDS MANAGER
Position Description –
The Awards Manager will be responsible for the management of program resource allocation, track utilization and reporting of programmatic resources. He/she will always ensure a healthy pipeline of cash and non-cash resources for the Tiwoloka project in support of program delivery. The Awards Manager will be directly responsible for establishment (maintaining) of different partnerships and collaborations, tracking and following up on partner contractual and compliance to CARE, Donor, and Malawi requirements. He/ She will oversee the finance and grants management team and provide day-to-day supervision of the AP/ finance staff.
Specific duties and responsibilities include the following:
- Provide leadership and guidance to the project finance, grants teams in a manner that empowers them to deliver high standards of work, through clear roles and responsibilities, on-going feedback, and appraisals.
- Ensure that CARE’s investments achieve the desired impact and that finances are managed in accordance with CARE, CO regulations and Donor requirements, rules and regulations.
- Manage the awards management portfolio for the Tiwoloka Project to ensure full compliance with donor regulations.
- Review of sub-recipient monitoring to identify compliance gaps, clarify roles and responsibilities, and institutionalize improved sub-recipient monitoring systems.
- Prepares the monthly BVA report 10 days after month end close that shows current spending, commitments (summary and detailed by activities) for the project and critically examine expenditure reports and provide recommendations to address under spending, overspending or unusual expenditure.
- Assess staff and partner capacity related to compliance/USDA rules and regulations. Working with CMWI and CUSA and provide tailored trainings to meet needs within different cadres of staff.
- Support the development and implementation of strategies for bridging the partner capacity gaps that are identified during partner assessments and project implementation.
- Keep track of donor audit schedules for the project and partners, work with internal and external auditors providing all required information to support audit processes and respond to audit queries and recommendations.
- Respond to any Audit queries that may arise during the project life.
- Support the CO in the CARE’s annual financial audit and Uniform Guidance audit as may be required.
Required education and experience:
- Bachelor’s degree in accounting, Finance or Business Management or related field.
- Must be a paid-up member of the local accounting regulatory body.
- Experience in managing donor-funded Grants programs preferably USG and other major donors and knowledge of donor policies and procedures.
- Experience in managing diverse support functions (finance, grants, operations team)
- Ability to work effectively as part of office team and coordinate with a variety of stakeholders, maintaining harmonious and productive working relationships.
- Excellent and demonstrable writing and communication skills.
- Excellent facilitation skills to conduct training sessions for small, medium and large sized groups.
- Excellent skills in computer applications
- Team player- willing to work with country office teams to achieve desirable results.
