The National Economic Empowerment Fund Limited (NEEF) is a government-owned Microfinance Institution whose mission is to economically empower ordinary and underserved Malawians (particularly women, youth, and persons with disability) through the provision of quality, affordable, and sustainable microfinance services for improved livelihoods.

NEEF invites applications from suitably qualified, mature, ambitious, professional Malawi nationals with a passion for results and respect for ethics and hands-on experience to fill the vacant position of:

ASSISTANT PROCUREMENT OFFICER – (NF 6)

Key Duties and Responsibilities

  • Coordinating procurement activities in strict compliance with the public procurement and Disposal of Asset Act, the Public Procurement and Disposal of Assets Regulations, while adhering to current best practices in the profession
  • Assist in the preparation of yearly Procurement and Disposal Plan + Monitor inventory levels and assist in the management of stock replenishment.
  • Conduct market research to identify potential suppliers and products.
  • Assist in the preparation and review of bidding documents for procurement of goods, works, routine services and consultancy services.
  • Assisting in the preparation of evaluation reports
  • Maintaining procurement database and register
  • Verifying and confirming specifications with User Departments
  • Assist in Sourcing quotations for goods and works from suppliers.
  • Interpretation of contract provisions during receipt, inspection and of procured goods.
  • Custody of tender box keys and ensuring the tender box is always in good condition.
  • Assist in the negotiations of contracts and agreements with suppliers.
  • Assist in contract drafting for successful bidders.
  • Maintaining procurement records in accordance with the legal requirements to ensure that procurement and disposal processes, decisions and contractual agreements are accurately documented for accountability and audit purposes.
  • Coordinate with suppliers to ensure timely delivery of goods and resolve any issues that may arise.

Qualifications and Experience

  • Bachelor of Arts Degree in Logistics and Supply Chain management
  • A minimum of Advanced Certificate in Purchasing and Supply obtained from a recognized institution with CIPS membership.
  • Knowledge of procurement processes and principles
  • Excellent communication and reporting skills.
  • Strong organizational skills and attention to detail
  • Proficiency in Microsoft Office Suite (Word, Excell and PowerPoint)
  • 4 years practical experience in management of procurement in a busy environment
